Business Development Manager with Federal Experience

Panum is an Economically Disadvantaged Women Owned Small Business (EDWOSB). Panum is seeking to hire a Business Development Manager (BD Manager). This position will be based at the Panum corporate office in Bethesda, MD. The BD manager will be responsible for solidifying Panum's position as an industry leader in next-generation IT and Communication Technologies within the Federal Sector. The ideal BD candidate will have an established record of experience in guiding a small business as it evolves into a larger entity and the unique dynamic associated with this sort of growth. Panum's new BD Manager will be adept at effectively prospecting for new opportunities as they maintain the current customer base. To this end, the BD candidate should possess a familiarity with trade organizations as well as have a large network of contacts that serve the Federal Sector. Since stable growth is the objective of this position, the BD candidate will have an intimate knowledge of how to find new business opportunities using GovWin, FedBizOpps, and so forth. The BD candidate will also be proficient in conducting Blue to White reviews of RFP's. Responsibilities:The BD Manager will be responsible for creating and implementing growth strategies; they will pro-actively communicate with Panum's Program Managers to enhance new business directives that align with existing talent pool. Additionally, direction will also be provided to the recruitment team to search for candidates who reflect the core values of Panum's brand.As indicated above, the BD Manager will also be charged with developing the Panum brand; this task will be carried out at the BD Manager's discretion but should be composed of social media, participation in industry events, community outreach, and other activities that will ensure Panum's success.Proficiency in the complete business development process, from finding opportunities, to developing RFP's, to landing the contract, the BD Manager will guide their staff through proposal review and response.Participate in weekly management meetings and provide activity reports to upper management, this will be backed up with analytical data so trends can be identified and management can see tangible evidence of strategy effectiveness. QualificationsBA or BS degree in Business, Communications or Management Consulting.10 + years' experience in Government or commercial consulting preferred.Experience with working in a Government environment.Ability to show a successful track record and comprehension of basic consulting skills.Ability to work in a team environment or independently on assigned tasks.Ability to work in a fast-paced environment and be able to respond to changes in work direction.Possession of excellent oral and written communication skills.Experience analyzing and interpreting data to aid in timely business decision making, to include the appropriate people and teams in the decision-making process, and to communicate decisions effectively.
