Costing and Pricing Manager
BASIC PURPOSE: Responsible for internal proposal activity and validation of costs/prices submitted by SourceAmerica affiliate nonprofits responding to AbilityOne contracting opportunities. Incumbent will be responsible for coordinating with various divisions on proposal preparation and review for business development. Reporting directly to the Director, Contract Costing and Pricing, this highly visible position will be involved in a broad range of internal and affiliated nonprofit pricing activities. The ideal candidate will be responsible for developing, implementing and managing pricing processes to support AbilityOne, government, and commercial customers. Duties include managing preparation of cost/price support for SourceAmerica government and commercial contract opportunities, supporting audit requests, providing pricing strategies and solutions for overall bid strategy, and validating prices of nonprofit organizations responding to AbilityOne services opportunities. This position will be responsible for the development and implementation of pricing and analytical models and processes. PRINCIPAL ACCOUNTABILITIES:Develop and implement pricing and analytical models and processes.Lead and support SourceAmerica cost/price proposals of varying complexities for Federal and commercial customers.Participate in the proposal pricing process, including: performing detailed review, analysis, and communication of solicitation requirements, to help ensure overall compliance; developing pricing strategies; reviewing, analyzing and compiling cost or pricing data; supporting preparation of cost/business volumes. Develop flexible financial models to support cost/price proposals and management decision making, including ROMs and What-if Scenarios. Analyze and confirm that the Basis of Estimate (BOE) complies with solicitation requirements, as necessary. Provide strategic thinking and insights to help achieve Price to Win (PTW) targets.Prepare timely, accurate, and compliant cost and business proposals in accordance with corporate and customer pricing policies and procedures, solicitation requirements and disclosure statements. Assure cost or pricing is reasonable and realistic.Develop processes and tools that result in compliant/quality pricing models. Develop and modify, as necessary, complex pricing models to accommodate RFP and proposal requirements. Develop cost estimating processes and cost risk assessment techniques as necessary. Determine preferred estimating techniques and methods for cost proposals and analyses. Must be able to analyze technical and programmatic risk factors and incorporate these factors into cost estimates and analyses.Actively participate in the validation of costing/pricing data submitted by affiliated nonprofit organizations in response to services opportunities under the AbilityOne program as required in support of our fair market price recommendation to the AbilityOne Commission.Act as the single point of contact with the AbilityOne commission in resolving any cost/price issues/concerns related to recommended fair market prices.Present financial analyses & participate in pricing reviews with senior management. Interface closely with management at all levels, and with other functions, including Sales, Operations, Contracts, Finance, and Human Resources. Assist in documenting financial assumptions.Support team members in preparing responses, cost assumptions, and review of work.Make recommendations for streamlining processes and maximizing profits.Assist in providing timely responses to customer or Government Auditor questions for various proposals and contracts.Positively contribute to a culture of continuous process improvement for the pricing team and proposal process. Work on increasingly complex transactions with assistance of senior team members.As appropriate, participate on cross-functional teams for process improvement and other special projects.Responsible for database management and document retention for costing and pricing activities.Other duties as assigned. SKILLS AND KNOWLEDGE:10 years plus of professional experience in the Federal government arena, including pricing, accounting, P&L, and business development for professional servicesMust have thorough knowledge of Federal procurement activities, including understanding of the Federal Acquisition Regulations (FAR) and Federal procurement practices, nonprofit cost principles defined in OMB A-122 and 2 CFR 200, and Generally Accepted Accounting Principles (GAAP)Knowledge and experience with all contract types/vehicles, including IDIQ, GSA/GWAC, FSS and RFPs; and fixed price, cost reimbursable, and cost plus requirementsExperience working with Federal procurement agencies (DCMA, DCAA, GSA, etc.) a plusPossess and display high ethical and business standardsExtensive experience developing and modeling pricing for complex proposalsDemonstrated ability to develop basis of estimates necessary for detailed government auditsDemonstrated ability to identify pricing risks and lead pricing solutions and cost savings exercisesCompetent in all MS Office operations (MS Word, Power Point) with superior Excel skills EXPERIENCE AND EDUCATION:8+ years with BS/BA; 6+ years with MS/MA1 1/2 years experience = 1 year college Company Description: Established in 1974, SourceAmerica is one of two national, nonprofit agencies designated by the US AbilityOne Commission (a federal government agency) to support community-based nonprofit agencies (NPAs) participating in the AbilityOne Program which provides employment opportunities for people who are blind or have other significant disabilities by procuring Federal contracts for goods and services.
