Saratoga StreetBaltimore, Maryland 21201Main Purpose of JobThis Data Manager position provides data management and data monitoring duties as part of assisting the Bureau of Work Force Development in the administration of the Supplemental Nutrition Assistance Program, Employment and Training (SNAP E&T). The incumbent in this position works closely with the Department of Human Resource (DHR) and Local Departments of Social Services (LDSS) program staff, partners, and potential partners to ensure that SNAP E&T programs are in accordance with Federal compliance. Partners include but are not limited to other Government Organizations (Federal, State and local), institutions of higher learning, private, non-profit and profit entities. This position also works closely with leadership in other DHR Administrations and other state agencies in support of better collaboration and innovation in contracting practices, and provides expert advice, consultation, information, guidance, interpretation, technical support in the area of data management and analysis.POSITION DUTIESMonitors and tracks customer participation in SNAP E&T, and performance of SNAP E&T partners and local departments who are responsible for SNAP E&T work activities (referral, assessment, enrollment, etc.).Keeps local departments Administrations and Central Office apprised of vendor and LDSS performance and the status of program participants.Participates in annual on-site monitoring of SNAP E&T partners contracts and agreements, and LDSS management of their SNAP E&T program.Reviews legislation, laws, policy and procedures and other jurisdictions best practices to assist partners and local departments in developing strategies to ensure compliance with SNAP E&T requirements.Assists in the development of the SNAP E&T plan and reviews of LDSS SNAP E&T program from the submitted Partnership for Achieving Self Sufficiency (PASS) plans.MINIMUM QUALIFICATIONSEducation: A bachelor's degree from an accredited college or university.Experience: One year of experience in the administration of a humanservices program or experience conducting studies and analyses of programs, procedures, practices and organizations.Notes: 1. Additional professional or technical experience in the administrationof a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.2. Applicants may substitute education at the graduate level at an accredited college or university in a human services related field at the rate of 30 semester hours per year for the required experience.3. Candidates may substitute US Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.DESIRED OR PREFERRED QUALIFICATIONSThe ideal candidate will possess the following:One year of experience in the administration of a human services program, which includes, conducting studies and analyses of programs, procedures, practices and organizations.Working knowledge of data collection, entry, monitoring, management and systems/programs changes and enhancements as it relates to human services programs.Conducting training of the systems used in the Unit and data management strategies.Knowledge and use of personal computer, and network servers for database management and reporting, spreadsheets, and MS Office.Experience with mainframe computer terminal systems, ie, Client Automated Resource and Eligibility System (CARES), WORKS and Financial Management Information System (FMIS).SELECTION PROCESSPlease make sure that you provide sufficient information on your application to show that you meet the qualifications for this recruitment. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits.
