Assistant Facility Security Officer (Afso)
POSITION: Assistant Facility Security Officer (AFSO), ManpowerGroup Public Sector (MGPS) PURPOSE OF POSITION: The AFSO for MGPS is responsible for processing security approvals for several Federal Government contracts. The AFSO will ensure that security clearance processing for applicants meets the government's high standard of quality while also meeting their tight deadlines. This position requires a proactive self-starter who can hold a clear and detail-oriented focus, quickly learn and follow processes and procedures, and maintain teamwork communication with program managers and government clients. Key Duties: ComplianceEnsures security-related compliance with government contract requirements and procedures, such as personnel, IT and industrial.Obtains and maintains specific Public Trust clearance criteria and associated procedures required by various Federal Government agencies.Collects and maintains Personal Identifying Information with strict confidentiality Security Clearance Processing Initiates candidate nominations/applications for public trust/NACII investigations; maintains communication with applicants, resolves questions, and provides guidance to applicants throughout the Public Trust qualifying process.Uses Administrator rights in government OPMIS e-QIP system to initiate and maintain Public Trusts.Utilizes Department of Defense (DOD) Joint Personnel Adjudication System (JPAS) to verify DOD security clearances.Submits SF85P packages or other security investigation paperwork on a bi-weekly basis to government client(s).Track public trust applicants' progress throughout all stages of clearance processing in company tools, including SharePoint. Additional Security Tasks Activates and maintains office badges for employees and temporary contractorsPerform digital fingerprinting and transmissionActs as primary point of contact for facility alarm systemActs as point of contact for computer encryption program that is utilized for secure file transferring, and assists in troubleshooting with the usersMaintains database with IT/encryption details for the usersAssists and backs up FSO as neededLight Office management tasks (phones, supplies, etc) Reporting Provides weekly and monthly reports to internal managers regarding security processing progress across federal contracts.Provides timely status reports requested by government officials and program managers.Provides briefings to the FSO after attending annual client meetings.Provides Proposal Support (analysis of requirements and writing) for federal RFPs/RFIs for security volumes. CommunicationsDelivers requested security documents for applicants to the government clients in required formats and timelinesDirectly communicates with government and clearance applicants when additional documents are requested, or when the applicant receives approval or denial.Attends internal team meetings to discuss various aspects of current or future security processing priorities.Coordinates and works with other Project Managers and support service groups within delivery team for public trust resources. Ad hoc delivery support to Language Practice government services.Coordinates security requirements with projects and proposals. JOB KNOWLEDGE, SKILLS AND ABILITIES: | Minimum Secret Security Clearance required, Top Secret preferred. | Four-Year College Degree. | Native level English fluency, knowledge of a second language desirable. | Organizational skills and attention to detail are absolute requirements for success in this position. | Interest and initiative to learn and master specific tasks or projects. | Ability to manage multiple linguists and other resources at various stages throughout clearance processing. | Intermediate MS Office skills. | Excellent oral and written communication skills. | Ability to work with technology and grasp new concepts quickly.
