People Capacity Building Manager
Job Description: Responsibilities Work collaboratively with NHQ DCS units to design people capacity building programs, systems and tools; produce products which may include written materials of a technical or strategic nature. Ensure that NHQ people capacity building programs and systems are well understood in the field and assist regions to execute the capacity building strategy and the accomplishment of the capacity building goals and objectives. Leads the DCS-wide effort to develop, implement and sustain the Cadre Management system Participates or leads projects as assigned to develop, standardize, improve and/or support organization people capacity building practices, systems, and competencies to produce a more consistently trained and experienced disaster workforce in accordance with steady-state and operational requirements. Works collaboratively with Volunteer Services, Disaster Cycle Services leadership, and other units as indicated to strategically assess, set and carry-out people capacity building goals across the enterprise for Disaster Cycle Services with a focus on building volunteer leadership Works collaboratively with DCS training as well as Volunteer Services unit to develop and ensure delivery of appropriate and progressive training. Education:Bachelor's degree or equivalent combination of education and experience. Degree in emergency management, public administration, or organizational development preferred. AdvanceD degree preferred. Experience: 5 years experience leading teams, providing program management and managing relationships both internal and external. Track record of leadership results in non-profit and /or for-profit organizations. Management Experience: 1 year staff management experience. Demonstrated abilities in the following areas: supervisory and ability to work with volunteers and influence non-direct reports. Skills and Abilities: Proven track record of collaboration, facilitation, problem solving, marketing, leadership, communication and partnership management. Additionally, this position requires ability for data analysis, planning, project management, data entry and management, organizational development and process improvement. Individual must be an excellent communicator, analytical, customer oriented, flexible, organized, and able to operate with an orientation toward solutions with an external and strategic focus, and team orientation and possess a thorough understanding of field issues. Must possess excellent written communication skills. Other Requirements: This position requires familiarity with Technology solutions (ie systems, databases, web-based platforms, crowd sourcing, social media); forms; pen; guidance; computer; phone; software (ie analytics, updated); GIS / other technologies/ database / and publishing tools, and the following specific areas of knowledge:ARC programs and proceduresVolunteer ManagementCultural CompetencyEmergency Management PracticesComplex SystemsDisaster technical expertise Essential Functions/Physical Requirements: Depending on work assignment, may require ordinary ambulatory skills sufficient to visit other locations; or the ability to stand, walk and manipulate (lift, carry, move) light to medium weights of up to 20 pounds. Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard, operate equipment and read technical information. Overall mobility is essential. May include sitting for long periods of time, driving a vehicle and working under challenging conditions. Work Conditions: Work is performed indoors with some potential for exposure to safety and health hazards related to emergency services relief work. May travel and participate in meetings and conferences throughout chapter jurisdiction, state and Red Cross system. Because the Red Cross is a disaster response organization, staff may be asked to be on 24-hour call during period of major disaster.
