Job Description Elite Contracting Group a $50 million per year Virginia based technology contracting company is currently looking for a corporate Controller. We are a full-service technology contractor specializing in security, transportation and technology solutions including construction, installation and maintenance for critical infrastructure. Position Summary: The Controller is a senior level, manager with responsibility for all accounting, finance, and business administration functions for a Richmond based contracting company. The Controller provides both operational and programmatic support to the organization. The Controller reports directly to the President/CEO, and assists on all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs, and financial reporting for the company. Responsibilities: Manage all of company's finance needs, including accounting, financial reporting and proposal pricing. Manages and reports certified Davis/Bacon payroll. Prepare and submit all required reports, including weekly, month-end reports, quarterly and semi-annual, as well as preparation of budgets, quarterly forecasts and financial elements of 5 Year Strategic Plan Manage Company's Contracts function including purchase order acceptance, contract terms and conditions compliance; contract invoicing and contractual administration in support of all programs Take ownership of analyzing, reporting, understanding and where prudent, driving course-corrections to maintain control over companies budgeted versus actual for: Indirect Burden rates & Expenses (OH, G&A, Material Handling Burden) Indirect expenses Direct expenses (expense allocations to each of the individual programs and working with program managers to report accurate program Estimates to Complete (ETC) and Estimates at Completion (EAC) and gross margins) Take ownership of the Cost Status Report (CSR) for all programs; providing accurate and timely updates in support of monthly program reporting requirements Maintain a vigilant assessment of all fiscal metrics of the company regarding the financial health of orders, revenue, operating profit, gross margin, inventory turns, economic profit, cash and program EACs. Take ownership of the company balance sheet assuring management of a high degree of accuracy and integrity for the work-in-process (WIP) and stock / inventory, as well as receivables Oversee the approval and processing of revenue, expenditure, and all associated fiscal reporting, including department budgets, general ledger account maintenance and data entry. Develop, implement and maintain finance, accounting, billing, and auditing procedures including establishing and maintaining appropriate internal cost and compliance control safeguards. Responsible for creating and meeting annual operating budgets, as well as all required financial reports and forecasts with monthly, quarterly and half-year periodic updates including organizational revenue/expense and balance sheet reports, internal and external reports, development and monitoring of organizational and contract budgets. Oversee Accounts Payable and Accounts Receivable. Oversee the maintenance of the inventory of all fixed assets. Knowledge, Skills & Requirements: Must be a US citizen Minimum Required: Bachelor's Degree in Accounting preferred, will consider Business Administration with concentration in accounting or finance. 10 years of related experience, with at least five years in a government contracting or construction environment. Proficient with all Microsoft Office software and advanced skill with Microsoft PowerPoint and Excel. Past experience with Foundation Software. Experience in strategic planning and execution. Knowledge of contracting, negotiating, and change management. Knowledge of finance, accounting, budgeting, and cost control principals.
