**Overview:** Provides technical and consultative advice for the delivery of strategic and mission critical activities related to business, clinical, and economic data integration; data repository design; and, data analysis. This includes informatics elements and fundamental elements and activities generally associated with a traditional Systems Development Life Cycle. Designs and develops creative business solutions to support strategic initiatives and provide results consistent with stakeholder expectations, system functionality, and established processes. Formulates data strategy, collaborates with business, information systems?, analytical communities to determine impact on business and operating systems. This function will act as a senior internal consultant and may manage cross functional teams in the analysis,identification, implementation, and/or development of data integration frameworks, data infrastructure, and analytical health care models.This function provides business operational leadership in managing and organizing workflows and staff for the appropriate use of FEP analytic applications and tools within the FEP business environment. **Responsibilities:** Responsibilities include but are not limited to: + Functions as internal consultant fulfilling a variety of roles as a senior technical expert on business analytical environments, data warehouse design and data integration processes which support the FEP National Program. Work functions include data high level and detail design, data requirements, analytical/data frameworks, data segmentation/prioritization studies and multiple dimensional analyses. + Provides detailed assessment/review of data warehouse design, data format/layout to ensure warehouse and information systems environment performance meets business requirements and operational expectations. Performs systematic analysis of population data including medical claims, pharmacy claims, member enrollment/eligibility, and economic information to develop an integrated analytical foundation and data repository. Performs root cause analysis, workflow diagram techniques, and data use analysis to improve operational efficiency. Review and develops recommendations regarding software infrastructure, software implementation, and data integration. Participates in the scheduling of software releases and data deployment. + Represents department and FEP on internal and external groups, as assigned. Build/maintain excellent relationships with internal and external business partners and/or customers. Serve as a liaison or contact between FEP analytics, business community and key customers. Serves as an ongoing conduit of best practices and external information to appropriate BCBSA staff. + Oversees and/or conducts formal business and technical assessments of best practices in the health information technology and health informatics addressing the management, incorporation and use of this information with business processes. Conducts a myriad of complex analyses, interprets findings, and develops recommendations and/or strategies to meet FEP and BCBSA core objectives regarding the use of health data and informatics environment. Continues to identify and assess opportunities for process/systems improvement. Ensures business, economic, and clinical data is consistent across the analytical continuum. May lead or participate on team to take recommendation to implementation. + Performs required and appropriate monitoring, analysis and reporting of data environment to ensure performance and dimensions of data support the FEP strategy. Analysis includes an evaluation of business, clinical, and economic data. Provide reports on and graphical representations of data warehouse and repository environments. Collaborates with Information Systems and consulting firms to ensure data environment is robust, reliable, complete, and accurate **Qualifications:** Required Basic Qualifications: + A minimum of ten years of experience within a business environment with a minimum of 7 years within a managed care or health services delivery setting, preferably with expertise in data analysis, business information systems, healthcare informatics or information technology. + Bachelor?s degree in business administration with a concentration in information systems or health care (or equivalent experience). + Knowledge data infrastructure, information systems, business applications and analytical methodologies. + PC experience using database programs, spreadsheets, and word processing, including all components of MS Office (particularly MS Excel and MS Access).
