Position Summary: Responsible for all direct and indirect rates and their compliance with FAR and CAS as applicable. Preparation of and support for the annual Incurred Cost Submission to the DCAA and support audits of all prior Incurred Cost Submissions. Prepare and support all applicable Provisional Billing rates for submission to DCAA. Work closely with Business Line Controllers to ensure a proper compliance with FAR and CAS as applicable and enforcing cost accounting discipline. Serve as back up for Accounting Manager in the areas of Treasury, Benefits and Investment accounting. Position Responsibilities: Incurred Cost Submissions, Rate Development and Monitoring, Compliance and DCAA liaison: 65% Compile annual Incurred Cost Report (ICE) by extracting accounting data and re-working source data as necessary to comply with the specific reporting requirements set forth by DCAA. Coordinate with Controllers and Accounting personnel as needed to understand underlying data and supporting documentation. Identify risks and opportunities within previously filed ICE reports submitted to DCAA. Responsible for preparing monthly rate report and identify variances between applied/planned rates and actual rates. Develop and maintain appropriate direct and indirect rate structures compliant with USG regulations. Ability to extract data from Costpoint using reporting tools and summarize data by contract type. Serve as the primary interface with US Government regulatory audit and procurement agencies in their review and understanding of our overhead rate submittals. Continue DCMA "approved" status for accounting system and maintain Disclosure Statements that reflect updated accounting processes. Act as primary liaison to DCAA and other internal or external auditors. Enforce Labor Reporting and other key Business Systems compliance. Back up for Accounting Manager Balance Sheet Accounting: 25% Provide functional backup for Treasury to include banking, cash reconciliations through Costpoint, ADS Headquarter eBAM tool updates, free cash flow reporting and cash forecasting. Provide functional backup for Employee Benefits to include calculation of and accounting for employee bonuses, 401K plan, pension balance reporting and deferred compensation plan. Provide functional backup for investment accounting to include subsidiary investments, dividends, notes payable and comprehensive understanding of corporate structure. Provide functional backup for tax, audit and consolidation schedules. Special Projects: 10% Various tasks including working with the various Airbus Defense and Space, Inc.(ADSI) legal entities to develop a plan for consolidation and integration within the ADSI operations. Position Requirements: Bachelor degree with focus in Accounting required. Minimum 7 years of Compliance/Rate development/Accounting experience. Demonstrated experience in developing and defending Incurred Cost Submissions. Solid IT skills, (Microsoft Office, CostPoint, Cognos). Working knowledge of Indirect Rates Working knowledge of GAAP, IFRS, Federal Acquisition Regulations(FAR) and Cost Accounting Standards(CAS) Working knowledge of defense and aerospace industry preferred. Strong communication and interpersonal skills required. Decision Making: Analyzes monthly rate performance and report's findings to Head of Finance and ADS Headquarters Makes direct recommendations to Head of Finance with regard to benefit accruals, Treasury matters and other significant Balance Sheet activities. Recommends strategies to achieve maximize cost recovery and compliance with FAR/CAS. Nature of Contact: Role requires involved communication skills with primarily internal clients, DCAA, DCMA, ADS Headquarters on a regular basis. Contact with accounting and finance teams in Herndon, US Subsidiaries, Tax and Audit teams. Job Dimensions: Prepares and maintains rates for operating entity with sales in the $280M range. Supports maintenance of balance sheet asset, liability and equity amounts within $500-600M range. Supports Incurred cost reporting in the range of $300M.
