**Overview:** Manages the day-to-day execution of reporting and analytic activities in support of the Procurement, Contingent Workforce Management, and Contract Administration areas. This includes communicating and driving adherence to the Association?s procurement policy. Functions as point person and provides guidance for Procurement and Business Owners on the development of business, system, and reporting requirements and operational standards, and coordinates integrations to support Procurement, contingent resource management (Beeline, PeopleSoft, Hyperion, etc.), and other risk or quantitative assessments, analyses and metric reporting. **Responsibilities:** Responsibilities include but are not limited to: + Manages and executes various reporting and analytic support for the systems and processes around all procurement activities (pre/post). Develops and produces financial and operational analysis of Procurement activity, and other management/productivity analyses; compliance reporting and operational performance for vendors, business units, team members, etc.This includes around, but is not limited to: + Executing formal bid packages and requests for proposals (RFPs) + Compliance to contract deliverables, terms, conditions and pricing and coordination of contract negotiations between vendors, business owners and the legal counsel + Assimilated timely and accurate information to the business owner regarding the status of the procurement activities + Identifying any potential risk to the financial and/or business integrity of the Association + Engages with vendors and IT to maintain and support new and enhanced technologies and system enhancements driving holistic and integrated activity/reporting solutions + Manages support of an integrated vendor management system and overall Contingent Workforce Management sourcing by managing respective reporting and technology activities (across CWM and Procurement). Drives critical project deliverables to meet Procurement sourcing initiatives and strategies.This includes, but is not limited to: + Executing formal bid packages and requests for proposals (RFPs) + Coordinating of vendor meetings and bidder interviews + Reviewing and analyzing vendor proposals including pricing analysis to determine fairness/reasonableness and compliance with stated specifications and conditions + Preparing of contract deliverables, terms, conditions and pricing and coordination of contract negotiations between vendors, business owners and the legal counsel + Providing timely and accurate information to the business owner regarding the status of the procurement process + Responsible for creating and maintaining detailed records of procurement/contracting activities including contracts, memoranda, approval logs (budget and management), selection outcomes, and any other relevant or required information to support record retention needs. + Partners with business units to understand their business requirements related to Procurement, CWM, or contract administrations reporting. Develops comprehensive training and standard operational procedure documentation. Establishes a training program and conducts training, or offers materials as needed. + Manages the process and systems to properly track and monitor procurements and contracts, advising business owners of the status of the contracts related to expiration terms and monetary limits; and the reinforcement of the business owner?s accountability with administering the contract. Functions as a liaison to develop and maintain effective working relationships with vendors and suppliers. **Qualifications:** Required Basic Qualifications: + A minimum of 10 years? experience in contracting and purchasing activities; with a minimum of 5 years staff supervisory and/or team leadership experience. + Strong analytical/reporting skills, with at least 5 years of demonstrated experience. + Strong written and verbal communication skills and the ability to successfully interact with senior leadership and internal and external business partners. + Demonstrated knowledge of vendor management systems, techniques and methodologies and demonstrated experience managing vendor management systems. + Sound and problem resolution. + General knowledge of Contingent Workforce regulations, policies and procedures. + Strong knowledge of Microsoft Office suite and internet (SaaS) technologies.
