## Position Description **Introduction:** The Johns Hopkins University Applied Physics Laboratory (APL), a national leader in scientific research and development, located midway between Baltimore and Washington, DC is seeking an Assistant Contractor Program Security Officer (ACPSO). **Job Summary:** Provide entry level expertise in security functions and activities supporting designated technical and engineering programs for the Laboratory. Provide security advice to Program Managers and technical staff. **Duties (Listed in order of importance with the estimated amount of time spent** **at each task):** 1. Serve as the assistant to multiple Contractor Program Security Officers providing expertise in multiple disciplines of program security in accordance with the NISPOM, supplements, overprints and other government regulations (eg JAFAN). (40%) 2. Provide facility security administration, documentation and management; ensure the adherence to contractual guidance for numerous programs and facilities. (5%) 3. Provide professional level security administration, documentation and management support; ensure adherence to contractual guidance for numerous programs and facilities. (5%) 4. Assist CPSO in the execution of security requirements and deliverables to internal APL staff and government sponsors; manage the workflow of the repeatable processes according to special security provisions; coordinate with support elements to maintain systems, task executions and special project items and events. (20%) 5. Independently take action on moderately complex security tasks and decisions in the absence of the CPSO. (5%) 6. Maintain understanding of the selected programs' technology and maintain a thorough understanding of the sponsors' security requirements; assist in administering special security provisions. (5%) 7. Advise management in the area of security where risks and tradeoffs have a direct impact on the accomplishment of the project, test or evaluation; assist Program Managers in the interpretation, application and compliance with Security Classification Guides (SCGs). Additionally, when necessary/appropriate, inform/escalate questions and decisions to management. (5%) 8. Identify and resolve problems and issues; perform physical security responsibilities for multiple facilities. (10%) 9. Provide professional interactions with a broad cross-section of staff members within APL and with individuals external to APL; represent the Lab while conducting liaison between the APL, government sponsors, and subcontractors. (5%) Note: This job summary and listing of duties is for the purpose of describing the position and its essential functions at time of hire and may change over time. ## Qualifications **Required Qualifications:** * Associate's Degree or equivalent in Business, Information Systems, or similar field * 2+ years of relevant security experience * An in-depth understanding of advanced security principles and government special security regulations (ie JAFAN) * Ability to execute security policy, plans and procedures * Excellent organizational/communications skills and the ability to effectively interact with staff at all levels * Intermediate Microsoft Office skills (ie MS Word, Power Point, Excel) * Valid driver's license for courier duties **Desired Qualifications:** * Bachelor's Degree or equivalent in Business, Information Systems, or similar field. * Thorough understanding of DoD organizational structures * Experience working in an organization with reporting responsibilities to multiple sponsors/ authorities * Familiarity with JPAS * Knowledge of the SCI environment and sponsor base to assist in professionally supporting a multi-level program arrangement **Special Working Conditions:** Will be working in a closed environment; extended hours periodically required; valid state driver's license required; minimal (1-2weeks per year) local and out of area travel may be required; ability to lift items weighing up to 30 pounds frequently. **Security: **Applicants selected will be subject to a Government security investigation and must meet the eligibility requirements for an SSBI and access to Special Security Programs; must also be eligible for a Polygraph examination; preference for current SSBI; eligibility requirements include US citizenship. **Benefits: **APL offers a comprehensive benefits package including a liberal vacation plan, a matching retirement program, significant educational assistance, a scholarship tuition program for staff with dependents, and competitive salaries commensurate with skills and experience.
