The Department of Transportation provides project planning, engineering design, construction management, and subsequent operation and maintenance of the County’s transportation infrastructure.
This position manages and supervises the Financial Management Section in the Division of Parking Management. The Section is responsible for reconciliation and recordation of all revenue collected through parking operations in the Division. This includes revenue from parking fees and fines in the four Parking Lot Districts, the Parking Outside the PLDs Program and the North Bethesda TMD. It also includes all revenue processed through the Revenue Processing Unit including Ride-On bus revenue. This represented over $40M in annual revenue. The position is responsible for the day-to-day leadership and management of a five-person team of various levels of financial expertise who execute the required financial reviews and audits.
As the manager responsible for all of the financial needs of the Division, analysis of those budgets and projections are performed routinely, Savings Plans and reductions are recommended as necessary, and expenditures are monitored, tracked, and validated in the financial system and reported to the management team. This position is responsible for development of cash flow models and working with the Office of Management and Budget and Finance to finalize all PLD cash flow models. Support is also provided for the development of new contracts and/or contract amendments. Procurement Exemptions are reviewed and approved as required, and the Divisions contracts are monitored and tracked.
Other areas of responsibility include being the Division’s COOP manager. This position also works closely with the Director, Executive and Counsel staff to resolve impact tax issues and recommend amendments to the County Code and Executive Regulation.
As a manager/supervisor of unionized employees, this position has a responsibility for fostering a positive labor relations environment based on mutual trust, respect, and cooperation.
This individual selected for this position will be considered an Essential Employee. Essential employees must report to work during a period of general emergency or liberal leave.
Experience: Five (5) years of progressively responsible professional experience in financial management, accounting or business management.
Education: Graduation from an accredited college or university with a Bachelor’s Degree.
Equivalency: An equivalent combination of education and experience may be substituted.
License: Possession of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence when required for job-related duties.
