JOB SUMMARY:

This HHS Position meets the criteria outlined in OMB M-17-18 and is exempt from the hiring freeze.

The Center for Tobacco Products (CTP) of the Food and Drug Administration (FDA) is responsible for implementing the Family Smoking Prevention and Tobacco Control Act. This law gives FDA authority over tobacco products by adding a new chapter to the Food, Drug and Cosmetic Act. The Tobacco Control Act gives FDA the authority to regulate tobacco products and manufacturers based on the best available science and CTP is responsible for both assessing and fostering that science-base. CTP's actions have significant public health and consumer protection impact, and are among the most important issues faced by the Agency in its long and distinguished history.

The position is located in the Food and Drug Administration (FDA), Center for Tobacco Products (CTP), Office of Compliance and Enforcement (OCE), Silver Spring, MD.

  • In order to qualify for Regulatory Counsel, GS-0301-9, you must meet the following:

    A. Have at least one year of specialized experience, equivalent to the GS-07 grade level in the Federal service including experience assisting in researching compliance and regulatory issues or analyzing problems in order to identify significant factors, gather pertinent data, recognize solutions, plan and organize work, and convey information

    OR

    B.  Have a Master's or equivalent graduate degree; 2 full years of progressively higher level graduate education leading to such a degree LL.B. or J.D., if related;

    OR 

    C. Have a combination of graduate education and specialized experience. To combine education and experience, determine your total qualifying experience as a percentage of the experience required for the grade level.

    In order to qualify for Regulatory Counsel, GS-0301-11, you must meet the following:

    A. Have at least one year of specialized experience, equivalent to the GS-09 in the Federal Service or public and private sectors, to include experience in researching issues and assisting with the revision or creation of new policies and regulations and preparing replies to correspondence from the regulated community

    OR

    B. Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;

    C. Have a combination of graduate education and specialized experience.  To combine education and experience, determine your total qualifying experience as a percentage of the experience required for the grade level.

    Conditions of Employment:
