JOB SUMMARY:

About the Agency

The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.

This position is part of the WHS Facilities Services Directorate. As a Planner & Estimator, this position is located in:

Washington Headquarters Services was established as a Department of Defense Field Activity on October 1, 1977, as part of a DoD headquarters streamlining initiative. Approximately 1,200 civilian and military employees as well as contract staff are organized into 12 directorates and offices. WHS personnel contribute to the mission of our Defense customers by managing DoD-wide programs and operations for the Pentagon Reservation and DoD leased facilities in the National Capital Region. WHS is organizationally aligned under the Director of Administration for the Office of the Deputy Chief Management Officer.

  • Your background must demonstrate a full range of knowledge of trade practices and construction techniques to plan and estimate for construction and alteration projects; determine project priorities; provided instructions on work methods, conduct inspections on buildings, equipment, electrical and mechanical systems and implement changes to inspection schedules.

    EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume or OF-612.     Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the questions.

    The screen-out element for this position is Ability To Provide Production Support Services.


    JOB ELEMENTS: Those who meet the minimum level of experience and training for the screen-out element will then be evaluated in each of the following job elements:

    PHYSICAL EFFORT/REQUIREMENTS: Inspection and planning assignments involve standing, climbing, bending, and occasionally cramped and awkward positions. May handle objects weighing from 10 to 40 pounds, and occasionally objects weighing in excess of 40 pounds.


    WORKING CONDITIONS: Work is usually done inside, well-lighted, heated and ventilated areas. Work outside is normally done in good weather; however, emergency alteration/construction projects sometime require working under poor weather conditions. Is exposed to the possibility of hazards which are inherent in a construction environment and when inspecting electrical/mechanical systems.

    This position has Conditions of Employment that must be met prior to your start date and for the duration of this employment. The Conditions of Employment for this position are: :

    • Must be able to obtain and maintain a Secret security clearance.
    • Must be able to pass screening for illegal drug use prior to appointment and subsequent periodic drug screening thereafter.
    • Must be able to complete and pass a pre-employment physical examination and periodic (e.g. annual) medical examinations following appointment to determine fitness for continued performance of the duties of the position.
