This position is located in the Secretary of Defense Communications (SDC) Office, Enterprise Information Technology Services Directorate (EITSD). SDC delivers world-class communications and information services that together enable the Secretary of Defense and his Immediate Office to orchestrate our nation's defense, regardless of location, scenario, or environment. This position directly supports the Secretary of Defense, Deputy Secretary of Defense, their immediate offices, senior staff, and special emissaries with command and control (C2), communications, and high availability information services. The incumbent plans, coordinates, and synchronizes the organization's planning and engineering and network operations functions and services. The incumbent is responsible for managing, executing, and maintaining network service activities in accordance with established objectives. The incumbent is responsible for synchronizing global network operations and and security efforts for SDC in order to ensure the Secretary and Deputy Secretary of Defense are securely connected, informed, and situationally aware 24x7. The incumbent must be able to obtain a TS/SCI clearance.
Washington Headquarters Services was established as a Department of Defense Field Activity on October 1, 1977, as part of a DoD headquarters streamlining initiative. Approximately 1,200 civilian and military employees as well as contract staff are organized into 12 directorates and offices. WHS personnel contribute to the mission of our Defense customers by managing DoD-wide programs and operations for the Pentagon Reservation and DoD leased facilities in the National Capital Region. WHS is organizationally aligned under the Director of Administration for the Office of the Deputy Chief Management Officer.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your experience.

In Addition to the Basic Requirement your resume must demonstrate your ability to: (1) Applying advanced IT management principles, concepts, methods, standards, and practices to develop and interpret IT management policies, to develop strategies and guidance that govern the planning and delivery of network and customer centric information environments; (2) Ability to apply new developments to previously unsolvable problems, and to make decisions and recommendations that significantly influence agency IT policies or programs; (3) Skill in applying project management and principles, methods and practices, including developing plans and schedule, estimating resource requirements, defining milestones and deliverables, evaluating requirements and outcomes, and evaluating and reporting on program status and progress.

CONDITIONS OF EMPLOYMENT
This position is designated as a Testing Designated Position (TSP) under the civilian drug testing program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP.
Incumbent must be able to acquire and retain Top Secret clearance eligibility with Sensitive Compartmented Information access, based upon a single scope background investigation. Position may include additional program security requirements in order to fully perform the duties and responsibilities of the position.
Work occasionally requires travel away from the normal duty station on military or commercial aircraft up to 25% of the time locally and off site.
MISSION ESSENTIAL - This position has been designated MISSION ESSENTIAL based on local conditions. Mission essential personnel report for duty at normal times when the organization/base/building is closed or delayed reporting, and remain on duty during phased or early release. Incumbent may be required to work other than normal duty hours to include evenings, weekends, and/or holidays.
Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
