Senior Program Analyst Navy LCS and Frigate Programs
JOB TITLE: Senior Program Analyst a€" Navy LCS and Frigate ProgramsPROJECT OVERVIEW: OPNAV N96 is responsible for determining surface combatant force levels, shipboard and related support requirements, and major characteristics of programs involving weapon systems, cruisers, destroyers, frigates, command ships, patrol craft, and littoral combat ships. N96 executes planning, preparation, and execution in support of this mission. JOB DESCRIPTION AND RESPONSIBILITIES:Support the OPNAV program management of the Littoral Combat Ship (LCS) and Frigate programs. Specific tasks:Provide strategic analysis and well-integrated/coordinated support for the LCS and Frigate programs in accordance with DoD program management and Acquisition oversight policies and strategiesParticipate in acquisition processes involving LCS and Frigates to include Joint Capabilities Integration and Development System (JCIDS) processing and Planning, Programming, Budgeting and Execution (PPBE) management of the Navy Surface Combat capabilities. Assist in the development of proposals for POM budget cyclesAssist in the development of program performance metrics to include review and analyses of schedules funding profiles, and fielding profilesPrepare and track Milestone documentationCommunicate program objectives to key high-level officials and project officers in those organizations that support the programs. Drafts formal presentations and high level briefings (eg, N96, N9, N8, etc) to support and defend programming proposalsSupport LCS, Frigate and Mission Package technical, cost and schedule performance reviews.Develop and maintain the LCS Manpower Estimate Report (MER), Crew Sequencing and Phasing Plans (CSPP), Crew Laydown Plan, LCS Navy Training Systems Plan (NTSP), Required Operational Capabilities and Projected Operational Environment (ROC/POE) and other manning-related documents and briefingsDevelop and analyze cost estimates associated with LCS crews and shore support staffMaintain a strong relationship and open communication with the PEO LCS, IWS; PMS 420, 501, 505, 515; IWS 3.0, 8.0; NAVSEA Program Offices; Fleet Commands; and related government activities and industries under contract to the associated Program OfficesREQUIRED SKILLS AND QUALIFICATIONS: Security Clearance: SecretTen (10) years of experience in program management functions in the development, procurement, testing, fielding, and modernization of naval systemsAbility and experience to work autonomously given broad tasking, and interface directly with PMS 501 and 515 (PEO LCS) and the Fleet to fully understand LCS and Frigate program issues while representing N96Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization Expert level JCIDS and PPBE support, ability to provide test and evaluation oversightExtensive knowledge and experience in schedule and performance/technical aspects of current, future, and interrelated programs Extensive knowledge of the LCS and its Mission Package programs including Performance, Cost, schedule and technical issues; expert level of understanding of program requirementsAbility to produce briefing slides, metric charts, program schedules, and organizational chartsProficient in MS Office including Word, PowerPoint, Excel, Project, Access and Adobe AcrobatActive SECRET security clearance DESIRED SKILLS AND QUALIFICATIONS: Support staff experience at OPNAV, NAVSEA or Program Executive Offices (PEOs)/Program Offices directly supporting ships and shipboard systems Experience includes regular interactions with staff and senior leadership internal and external to affiliated organizationWORK LOCATION: Arlington, VATRAVEL: 5% KEY WORDS: LCS, Mission Packages/Mission Modules, Frigate, DDG-51, Surface Warfare, SWO, OPNAV, N96, PEO LCS, PMS 501, PMS 420, PMS 515, PPBE, POM, JCIDS, PEO Ships WBB is a technical and management consulting company that provides innovative products and services that solve government and commercial customera€ (TM) s toughest problems.
