The Accounting and Contracts Manager is responsible for the general accounting operations of the company as well as contract and contract compliance. Area of responsibility includes accounts receivable, accounts payable, payroll, general ledger, asset management, financial reporting, budgeting, project cost accounting and special government accounting requirements. Responsible for maintaining an adequate system of accounting records, and a comprehensive set of controls and compliance with generally accepted accounting principles.PRE-REQUISITES: Bachelor's degree in Accounting or business related area plus minimum 5 years' experience in the field are required. Knowledge of commonly-used accounting concepts, practices, and procedures. Experience in use of accounting software. Good verbal and written skills and establishing good interpersonal relationships. ESSENTIAL DUTIES AND RESPONSIBILITIES:Management Maintain a documented system of accounting policies and procedures Manage outsourced functions Oversee the operations of the accounting department, including the design of an organizational structure adequate for achieving the department's goals and objectivesTransactions Ensure that accounts payable are paid in a timely manner Ensure that accounts receivable are collected promptly Ensure that periodic bank reconciliations are completed Maintain the chart of accounts Maintain an orderly accounting filing system Maintain a system of controls over accounting transactionsReporting Issue timely and complete financial statements Manage the production of the annual budget and forecasts Calculate variances from the budget and report significant issues to management Provide for a system of management cost reports Provide financial analyses as needed, in particular for capital investments, pricing decisions, and contract negotiationsCompliance Coordinate the provision of information to external auditors for the annual audit Monitor debt levels and compliance with debt covenants Comply federal government reporting requirements Follow all company rules and policies. This includes being familiar with, and following, ITAR/export guidelines pertaining to e-mails, technical information and products designated as either ITAR or export controlled. Contract Administration: Document current contract review and administration process. Implement changes/improvements as needed. Responsible for examining, analyzing, negotiating, government contracts and/or customer purchase order terms and conditions. Responsible for preparing and negotiating terms on consulting and/or subcontractor agreements. Understand / enforce requirements under ITAR / Exporting laws. Complete various forms requested/required by customers. Other accounting and contract responsibilities as required.
