Senior Software Systems Engineer
Overview:DECISIVE ANALYTICS Corporation is seeking a Senior Software Systems Engineer. This position will support our Office of the Secretary of Defense (OSD) customer in Alexandria, VA.Responsibilities:The Senior Software Systems Engineer will be responsible for providing technical oversight, assessments, and analysis of software intensive Major Defense Acquisition Programs and Major Information Systems Programs (MDAP/MAIS) in support of the Deputy Assistant Secretary of Defense, Systems Engineering (DASD(SE)), Director, Major Program Support. This is in support of OSD to mentor programs on best practices and assess risk, not hands-on development. Duties will include:Providing technical insight to OSD on software engineering, software development, software architecture, and software acquisitionConducting OSD-level technical reviews and assessments of Department of Defense (DoD) major acquisition programs (eg, Preliminary Design Review (PDR), Critical Design Review (CDR), Program Support Assessment (PSA)). Evaluate and make recommendations to the Milestone Decision Authority (MDA) on the readiness to enter/exit acquisition milestone in accordance with statutory (Weapon Systems Acquisition Reform Act (WSARA)), regulatory (eg DoD Instruction (DODI) 5000.02), and DoD guidancePresenting to senior acquisition leadership on the SW status and issues associated with MDAP/MAIS in preparation for acquisition decision meetingsMaintaining objective insight into programsa€ (TM) performance and other technical metrics, schedule, risks, engineering management, production, integration, and other engineering discipline heathPerform independent software parametric analysis of development progress based on quality/timeliness/resource parameters received from program offices to quantitatively predict completion dates Performing ad hoc analysis and generation of high quality technical reports and presentations for senior DoD leadership to support various public speaking engagements, symposium, conferences, and Congressional/OSD/Service reportsProvide software engineering subject matter expertise in the evaluation and assessment of MDAP/MAIS programs. Evaluate software planning, software architecture, software development, software execution, use of software development metrics, and software technical management processes for conventional waterfall and Agile methodologiesThis task spans all phases of the system acquisition life cycle from advanced development planning and size estimating through deployment decisions and sustainmentProvide support and assess Acquisition Category (ACAT) ID Major Defense Acquisition Programs (MDAPs) and other special interest programsUsing knowledge of weapons systems acquisition, the candidate will participate in Program Support Assessments (PSA), Nunn-McCurdy Congressional Investigations; System Engineering Technical Reviews (SETR) and specific software focused reviewsHelp identify programmatic and technical risk and provide actionable recommendations. The goal is to help triage programs in most instances to stabilize them and then support them until successAdvise and support the customera€ (TM) s leadership on the formulation and coordination of DoD software development policies, standards, and practices to be implemented across the departmentImplement the DoDa€ (TM) s chartered responsibilities for enabling DoD systems engineeringQualifications:Senior level software subject matter expertiseStrong background and capability in Software Engineering on DoD military platforms, Service-Oriented Architectures (SOA), Agile software development, Software Measurement and Metrics, Software Security, Systems Integration, Software Testing, Software SustainmentExpert knowledge of the DoD weapon system acquisition and Systems Engineering processes defined in DoD Instruction (DoDI) 5000.02 and the Defense Acquisition Guidebook (DAG). Knowledge was obtained through a combination of formal training and job experiences related to at least one of the following domain areas: Ships and Submarines; Rotary Wing and Unmanned Aircraft System (UAS); Fixed Wing; Land Combat; C2ISR; Business Systems; Missiles and Missile Defense; Space; and CommunicationsUnderstanding of the DoD acquisition lifecycle, technical activities and timelines, statutory/regulatory documentation, certifications, and dependenciesExperience in performing system engineering functions such as translating user requirements to specifications, developing schedules, planning for technical reviews, quantifying and mitigating risks/issues, monitoring technical performance measures, and verifying requirementsExcellent interpersonal and communication (oral and writing) skills. Must have experience in using critical thinking to prepare written reports and presentations for senior-level officials. Must have demonstrated expert knowledge of Excel and PowerPoint software applications.Expert technical knowledge of Software Development Life-Cycle, Software Design, and Software Architecture as it relates to DoD systems. Ideally expert technical knowledge of more than one MDAPs or MAISExperience performing system engineer functions to include the planning and evaluation of design reviews, technical performance measures, program requirements, system engineering plans, software planning, risk, and schedules for DoD acquisition programsExperience working in an acquisition program office (ACAT 1D preferred) or on Service/OSD staff overseeing acquisition programsUnderstanding of the technical and programmatic elements of DoD acquisition lifecycle, activities, timeline, acquisitions, best practices, policies, dependencies, and interrelationships associated with DoDI 5000.02Previously supported a senior-level staff in a Military Service or OSD (acquisition or otherwise)Strong analytical capability; Have performed critical analysis of technical data with the goal of recommending corrective courses of actionDesired: Creative with strong data visualization skillsMust possess excellent interpersonal and proven communication skills: must have experience providing briefings and presentations to senior-level officialsExperience with parametric software estimation models, including SLIM (most desired), SEER , COCOMO, TruePlanningPrevious experience as the lead software engineering or lead software architect leading an Agile development programExperience with software measures and metrics to gauge software quality, schedule and readinessMust have at minimum a SECRET clearance, and capable of obtaining a TS clearanceMust have a Bachelora€ (TM) s degree in a software or engineering fieldDesired: Mastera€ (TM) s degree in software engineering fieldDesired: Familiarity with DoD data repositories such as Defense Acquisition Executive Summary (DAES), Defense Acquisition Management Information Retrieval (DAMIR), Joint Capabilities Integration and Development System (JCIDS), Knowledge Management/Decision Support (KMDS), Acquisition Information Repository (AIR), etcA minimum of a Bachelor of Science degree in an engineering discipline is mandatory.
