This position is located in the Department of Health and Human Services (DHHS), Centers for Disease Control and Prevention (CDC).

This vacancy will be filled through OPM's Direct Hire Authority.  Veterans' preference and traditional rating and ranking of applicants does not apply to positions filled under this announcement. Although this vacancy announcement is being advertised for multiple duty locations, it is not intended to convey any implication nor expectation that positions will be filled at each grade level or location. 
This announcement will be used to fill positions in support of the Zika hiring initiative. Positions may be filled as temporary, term or permanent with a full-time work schedule. Temporary, Term and Permanent Appointments:
Permanent: A Permanent appointment is to a position with a permanent tenure of an employee who has been certified and appointed from an employment list, reinstatement, or who has transferred. Permanent status is attained after the completion of the probationary period.
Temporary Appointments: A Temporary appointment is a non-status appointment to a competitive service position for a specified period of time not to exceed 1 year.  However, the appointment may be extended for an additional 1 year, for a total of 24 months of total service.
Term Appointments:   A Term appointment is a non-status appointment to a position in the competitive service, made for a specified period of time exceeding 1 year and lasting not more than 4 years.
Additional selections may be made within the same geographical location CDC-wide.

  • BASIC QUALIFICATIONS:
    Must possess a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree with major study in an academic field related to the health sciences or allied sciences appropriate to the work of the position.
    MINIMUM QUALIFICATIONS:
    In addition to meeting the basic qualification requirements, applicants must meet the specialized experience as stated below:
    For GS-11: Applicants must possess at least one year of specialized experience equivalent to at least the GS-09 grade level in the Federal Service. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience conducting a variety of epidemiologic, surveillance activities, or monitoring and evaluation activities related to public health programs.
    OR
    Applicants must have completed 3 full years of progressively higher level graduate education or possess a PhD or equivalent graduate degree in a field that is directly related to the duties of this position.
    OR
    Possess a combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position.
    For GS-12:  Applicants must possess at least one year of specialized experience equivalent to at least the GS-11 grade level in the Federal Service. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience conducting projects that identify emerging public health issues concerning epidemiology projects.
    For GS-13: Applicants must possess at least one year of specialized experience equivalent to at least the GS-12 grade level in the Federal Service. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience designing and/or conducting epidemiological studies related to public health and providing technical consultation and assistance to public health entities.
    For GS-14: Applicants must possess at least one year of specialized experience equivalent to at least the GS-13 grade level in the Federal Service. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience designing, overseeing, and conducting epidemiological studies related to public health and providing recommendations to public health agencies.
    For GS-15: Applicants must possess at least one year of specialized experience equivalent to at least the GS-14 grade level in the Federal Service. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience directing the development, implementation and evaluation of surveillance and epidemiologic research related to emerging public health issues.

    Conditions of Employment:

    1. Security and Background Requirements: If not previously completed, a background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements may be grounds for appropriate personnel action. In addition, if hired, a background security reinvestigation or supplemental investigation may be required at a later time. Applicants are also advised that all information concerning qualifications is subject to investigation.     2.
