IT Software Developer
JOB DESCRIPTION: IT Software Developers analyze customer and system requirements, evaluate alternative approaches, design and develop solutions tailored to specific Agency, systems, and customer requirements, and lead the testing and integration of new and modified solutions into the system. They review and provide guidance on software developed by vendors; test software developed internally and by vendors; and quickly respond to urgent situations to develop and deliver unique solutions to customer problems. They plan and design systems architecture, write and maintain software program documentation, investigate and evaluate new software technologies, and ensure the rigorous application of information security/information assurance policies, principles, and practices to the delivery of application software services.

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1.) Experience in MySQL, DB2, SQL, or Oracle databases with configuring, upgrading, administrating, maintenance and security running on a Linux or Windows platform;
2.) Development and design of database strategies, database products/tools selection and integration, system monitoring, improving database performance, active capacity planning and management;
3.) Analyze and report on database metrics; administer and control data resources; monitor and ensure database integrity, security, and performance; and implement tools to improve database performance;
4.) Develop and maintain stored procedures and write complex database queries;
5.) Experience in NoSQL solutions with configuring, upgrading, administrating, maintenance and security hosted on Amazon's cloud infrastructure;
6.) Managing and administrating a high-availability search appliance cluster, utilizing cloud computing methodologies such as auto-scaling.
EDUCATION REQUIREMENT: A. Education: Bachelor's degree in Computer Science, Engineering, Engineering, Information Science, Information Systems Management, Information Technology, Mathematics, Operations Research, Statistics, or a related discipline. -OR- B. Combination of Education and Experience: A minimum of 30 semester (45 quarter) hours of college coursework in any area listed in option A, plus experience working in an Information Technology discipline or in a closely-related field that demonstrates the ability to successfully perform the tasks associated with this work. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: Six years of software design or engineering experience in Information Technology or a closely related field that demonstrates the ability to successfully perform the tasks associated with this work. Must obtain Level 2 DAWIA certification in Information Technology within 24 months.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1.) Bachelor's or Master's Degree in Science, Technology, Engineering, Mathematics (STEM) or a related technical discipline;
2.) Experience with Geographical/Spatial Information Systems, AWS cloud infrastructure, web applications and/or large systems software design and development, with extensive knowledge of Unix/Linux;
3.) Good understanding of object oriented design principles;
4.) Active AWS developer certification;
5.) At least one of the following database technologies: MongoDB; ElasticSearch; Apache Solr; Apache Spark; Amazon RDB.

You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Promotions may be conducted during the annual pay for performance process or throughout the year via the Assignment Opportunity Notices (AON). Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601.
