Position Description:Position Description/Skill Requirements:Implement and maintain an efficient and responsive management structure (including administrative support) to facilitate a successful and efficient effort. The Contractor shall provide a Contract Specialist/Team Lead who can perform day-to-day contract-related responsibilities. The Team Lead has authority over and responsibility for all personnel and resources. The Team Lead shall interface directly with the Government-designated Contracting Officer Representative (COR) and ensure the overall effort is meeting the requirements of the contract.as well as serving as liaison between the Contractor and the Government.Possess experience performing non-warranted 1102 series contracting specialist duties; be totally functional in the operation of Department of Defense (DoD) contracting specialist tools, including proficiency in the PD2 Contract Writing System. The contractor shall possess a solid foundational understanding of both Federal and DoD contracting policy, rules, methods, and regulations.Preparation and review of pre-award and post-award documents, analysis of cost and price factors, performance of procurement procedures applicable to simple and complex procurements, advising requiring activities on processes related to inspection and acceptation of goods and services, and coordinating the receipt of invoices with the Resource Management Section.Interpretation of solicitation provisions and contract clauses for vendors and government officials providing professional advice and recommendations to decision makers and approval authorities.Perform contract administration and coordinate performance measurement with the requiring activity.Commercial Support: Responsible for assisting the Contracting Officer with acquiring a variety of commercial commodities and services to include furniture, office equipment, IT hardware and software, storage equipment and supplies, advisory and assistance services, IT support services, professional studies, and labor support in accordance with FAR Part 12, 13, and 15. The Contractor shall be responsible for assisting with preparing contractual documents, preparing the contract file for award, and preparing the contract file for closeout.Responsible for assisting the Contracting Officer with performing contract closeout functions for Firm Fixed Price and Cost Reimbursable contracts. Duties include interfacing with Program Office and Budget Office to verify that deliverables have been received by the Government and all funds have been expended, initiating applicable contract modification documents, drafting documentation and preparing the closeout file for the Contracting Officer's review and approval.Requirements:Bachelor's Degree and 7-10 years of experience. Active Top Secret/SCI. DAWIA Level III, PMP preferred, but not required.
