Enterprise Architect (CSP)
This requirement is in support and execution of the Naval Criminal Investigative Service (NCIS) InformationTechnology Directorate (ITD) Information Management and Governance (ITMG) Division functions andResponsibilities. The ITMG Division provides the planning, program management, governance and financial support for the ITDand portfolio governance, administration and support for the NCIS mission. ITMG supports, advises guides, andaligns NCIS ITD with NCIS, DON, and other Federal IT initiatives while executing NCIS IT requirements. TheITMG must also anticipate and plan for the IT capabilities and activities that will be performed in the future –looking across the Fiscal Year Defense Plan (FYDP) and aligning with the ITD and NCIS strategies. The ITMGoperates with the mission and scope of NCIS in the forefront. Included among ITMG’s roles and responsibilities are to provide:Program managementProject Management, Strategic and tactical planning, Alignment of IT strategy with business strategy and mission requirements.Portfolio management, administration and governance across NCIS to support various resources and functions: Business process re-engineering and functional requirements analysis, Fiscal Program, Planning, Budget and Execution (PPBE) management and support, Enterprise Architecture, Service Catalog management, Business relationship managementInternal and external communications concerning the ITD and technology, Asset managementConfiguration and Change Management governance, plans, procedures and processesCompliance and alignment to DON and IC IT policies and guidanceIT COOP planning and support, Communications – both internal to ITD and ITD to the agencyIT specific support for acquisition coordination with NCIS Acquisition ,Policy and process development, guidance and managementIT planning activities, tasker and data call response Analyzes user needs and performs research and functional analysis on a variety of projects. This position is typically populated by degreed professional subject-matter experts performing specialized analysis and design tasks. It is not to be used for technical support or help desk staff performing installation, troubleshooting, and/or repair tasks. 1. Analyzes user needs to determine functional requirements for a wide variety of projects. 2. Performs functional allocations to identify tasks and their inter-relationships. 3. Researches, identifies, and recommends resources required for task execution and completion. 4. Performs functional modeling based on requirements analysis. 5. Serves as technical advisor to clients in assigned subject areas, recommends functional changes, and identifies areas for further investigation. 6. Consults with clients to determine optimum design for assigned projects. 7. Develops new systems or updates existing systems to meet client needs. 8. Identifies emerging relevant technologies that may result in improvements to current processes and systems. 9. Writes and updates project documentation including system procedures, presentations, and training materials. 10. Conducts functional testing of various systems. 11. May provide guidance and work leadership to less-experienced analysts. 12. Maintains current knowledge of relevant technologies and subject areas. 13. Participates in special projects as required. Education Bachelor's Degree in a related technical discipline. Qualifications 5-8 years of related experience with accreditation.
