This requirement is in support and execution of the Naval Criminal Investigative Service (NCIS) Information

Technology Directorate (ITD) Information Management and Governance (ITMG) Division functions and

Responsibilities.  The ITMG Division provides the planning, program management, governance and financial support for the ITD

and portfolio governance, administration and support for the NCIS mission. ITMG supports, advises guides, and

aligns NCIS ITD with NCIS, DON, and other Federal IT initiatives while executing NCIS IT requirements. The

ITMG must also anticipate and plan for the IT capabilities and activities that will be performed in the future –

looking across the Fiscal Year Defense Plan (FYDP) and aligning with the ITD and NCIS strategies. The ITMG

operates with the mission and scope of NCIS in the forefront.

Included among ITMG’s roles and responsibilities are to provide:

Program management

Project Management, Strategic and tactical planning, Alignment of IT strategy with business strategy and mission requirements.

Portfolio management, administration and governance across NCIS to support various resources and functions:

Business process re-engineering and functional requirements analysis, Fiscal Program, Planning, Budget and Execution (PPBE) management and support, Enterprise Architecture, Service Catalog management, Business relationship management

Internal and external communications concerning the ITD and technology, Asset management

Configuration and Change Management governance, plans, procedures and processes

Compliance and alignment to DON and IC IT policies and guidance

IT COOP planning and support, Communications – both internal to ITD and ITD to the agency

IT specific support for acquisition coordination with NCIS Acquisition ,Policy and process development, guidance and management

IT planning activities, tasker and data call response




Analyzes acquisition data (such as financial/budget information, congressional tracking, programmatic support, etc.) and makes recommendations for program improvements.


 1. Applies knowledge of the defense acquisition process to support customers in the analysis and improvement of acquisition programs.

 2. Assists government procurement agencies in defining proposals and qualifying vendors.

 3. Devises strategies for developing and implementing new acquisition program initiatives and measuring the effectiveness of implementation.

 4. Uses quantitative analytical techniques to assess system acquisition process issues and develop risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution.

 5. May provide guidance and work leadership to less-experienced analysts.

 6. Participates in special projects as required.

Education Bachelors Degree in Business Administration or a related discipline.

Qualifications 5-8 years of related Department of Navy procurement/finance.
