The CTR Directorate is responsible for implementing projects in cooperation with the governments of countries of the Former Soviet Union (FSU) and non-FSU countries, as directed, to (1) Dismantle weapons of mass destruction (WMD) and associated infrastructure; (2) Consolidate and secure WMD and related technology and materials; (3) Increase transparency and encourage higher standards of conduct; (4) Support defense and military cooperation with the goal of preventing proliferation to reduce the threat of WMD terrorism; and (5) Synchronize CTR activities with related United States Government (USG) and allied programs.

The incumbent serves as a Cooperative Biological Engagement Program (CBEP) Regional Science Manager and, as such, serves as the focal point for a variety of CTR scientific and technical engagement projects within CBEP in a specific geographic area and is thus responsible for planning, programming, budgeting, and leading execution of CTR biological science & technical projects by serving as a Contracting Officer's Representative (COR) and Grants Officer's Representative (GOR) for projects funded through CTR legislation. Work is executed within the assigned geographical area, and all projects support the overall CTR effort to execute the safe, secure, and environmentally sounds elimination of WMD and associated equipment and facilities in accordance with federally established acquisition guidelines.  The incumbent will provide administrative supervision, technical and fiscal direction, and management to assigned personnel, to include professional staff and contractor support teams.  The Regional Science Manager conducts technical biological discussions with counterparts in the assigned geographic area to develop and manage their overall cooperative biological science engagement portfolio, and provides scientific, technical and programmatic support to CBEP and CTR Leadership, COCOMs, and a variety of other DoD, U.S. Government, international partners, non-governmental organizations (NGOs), and host nation agencies and ministries as directed/required. 

This position is being filled under the Acquisition Expedited Hiring Authority (EHA) using OPM's Direct Hire Authority.

    Specialized experience required for this position is: 
    Knowledge of a wide range of concepts, principles, and practices in the areas of program management, administration, acquisition, biological sciences research & development, test and evaluation and/or similar areas. 
    Knowledge of project management functions, including planning, programming, budgeting, procurement, logistics, and resource management. Incumbent possesses skills required to develop and execute comprehensive and complex biological CTR project plans. 
    Knowledge in developing and/or implementing successful international biological science research programs and/or projects in low-middle income countries.
    Knowledge of biorisk management and disease surveillance (detection, diagnosis, and reporting) principles, methodologies, approaches, and best practices.

    This is an Acquisition, Technology and Logistics (AT&L) Workforce Critical Acquisition Position (CAP) in General Natural Resources Management and Biological Sciences Career Field (Series 0401).  The incumbent will be required to become certified, Level 2 in the applicable career field within 24 months, unless a Position Requirement Waiver is approved to extend the 24 months. Level 2 Certification in Program Management in accordance Defense Acquisition Workforce guidelines.

    The incumbent of this position must have or be able to obtain a SECRET clearance based on a favorable
    Single Scope Background Investigation.

    Medical inoculations recommended for entry into certain geographic areas that have known disease prevalence for which U.S. citizens are not routinely inoculated.  The incumbent is encouraged to receive inoculations, however, the decision to accept them is totally voluntary.
