This position is being filled under the Acquisition Expedited Hiring Authority (EHA) using OPM’s Direct Hire Authority.

This position may be filled at either GS-11, GS-12, or GS-13 grade level, please indicate the grade for which you want to be considered. If selected at the lower grade level, incumbent may be non-competitively promoted to the next grade level in the time frame allowed by regulations and upon management's request. Promotion is contingent upon satisfactory completion of required training, regulatory requirements, and demonstrated ability to perform the duties. Promotion is not guaranteed or implied.

    You must have one year Specialized Experience equivalent to the GS-9 to qualify for the GS-11, one year at the GS-11 to qualify for the GS-12, and one year at the GS-12 to qualify for the GS-13 level in the Federal service (experience may have been gained in the private/military sector) giving the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position.  Experience must be reflected in your resume.

    Specialized experience required for this position is:

    GS-13: Provides  day-to-day technical guidance to contract performers, monitors contractor performance, reviews and approves all contract reports and deliverables, and recommends required adjustments to existing contracts.

    Experience in international development, capacity building, and/or security assistance.

    GS-12: Providing justification to higher authority for specific needs for the technical and fiscal integrity of proposed programs

    GS-11: Providing recommendations for new projects and alteration of objectives considering availability of funds, other resources, broad program goals, or national priorities.

    Must be able to obtain and maintain a Secret clearance based on favorable Background Investigation.

    TDY to CONUS and OCONUS locations including remote sites is required up to 25% of the incumbents' time.

    Incumbent may be required to travel to travel worldwide.

    This is an Acquisition, Technology & Logistics (AT&L) Workforce Position in the Program Management (PM)Career Field. The incumbent will be required to become certified, Level II in the applicable career field within 24 months, unless a Position Requirements Waiver is approved to extend the 24 months. The incumbent must obtain a minimum of 80 continuous learning points (CLPs) for every 2 year period, with a goal of at least 40 annually.

    Some medical inoculations are required for entry into certain geographic areas that have known disease prevalence for which U.S. citizens are not routinely inoculated. The incumbent is encouraged to receive appropriate inoculations; however the decision to accept them is totally voluntary.
