Job Type: Part-Time Permanent Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       This position offers a flexible work schedule up to 40 hours per week. 

The Human Resources Department is seeking a collaborative training professional with a solid business partner background to work closely with departments on instructional design, curriculum development, organizational development, training, and cohort facilitation in key Human Resources functional areas including on boarding, talent development, performance management, and employee engagement. 

This Training and Organizational Development Specialist plays a key role in helping to shape Arlington County into a high performing, career development-oriented organization. This Specialist will work inter-departmentally to assess training needs and assist with developing teams, design and deliver enterprise-wide talent development strategies and training plans, and evaluate and implement programs or initiatives to support Arlington County's dynamic workforce.

You will partner with business leaders and subject matter experts to employ innovative, modern instructional design theories and industry best practices to design, deliver or facilitate learning content or to offer creative solutions to support individuals, teams, business units and organizational effectiveness.

Major responsibilities include:
  • Design and implement comprehensive organizational development initiatives, programs, training materials, and action plans to improve performance based upon the County's strategic vision including instructor-led training, assessments, virtual, eLearning, job aids, print, and/or blended solutions;
  • Assess the alignment and success of talent development programs, conduct regular reviews of the organization's structure and identify changes that will enhance efficiencies to improve the organization's adaptability;
  • Recommend and design content leveraging the most effective design medium to meet learner and organization needs;
  • Collaborate with business partners to translate strategies and objectives into deliverable training or OD programs to facilitate effective transfer of learning to the workplace;
  • Prepare, test, and complete administration of annual key Performance Management System updates, changes or initiatives;
  • Manage learning requests to prepare and deliver course content, conduct statistical analysis, identify trends, and analyze costs for proposed program changes using technology including Learning Management System, web-based training tools such as Articulate, or Captivate, and Microsoft Office (Word, Power Point, Excel) and maintain proficiency with new system functionality releases;
  • Actively engage and collaborate with outside consultants and internal stakeholders through regular meetings, involvement with customer community, and benchmarking with other organizations.

  • High level of analytical, critical thinking, and problem solving skills with an orientation for results;
  • Exceptional emotional intelligence with a demonstrated ability to collaborate across teams and roles to build successful relationships and partnerships at all organizational levels;
  • Excellent customer service skills that demonstrate an enthusiastic and positive attitude;
  • Experience using online collaboration and training development tools including an LMS.

 Selection Criteria: Minimum: A combination of education and experience that includes a Bachelor's degree in Instructional Design, Training and Development, Adult Education, Organizational Development, or related degree with experience designing and developing course content and facilitating adult learning on a variety of topics using a variety of medium and approaches to include web-based and virtual training.

Additional qualifying related experience may be substituted for the education requirement on a year-for-year basis.

Successful candidates will also have: 
  • A Master's Degree or graduate work in a related field;
  • Certifications such as Association for Talent Development (ATD) Certified Professional in Learning and Performance (CPLP), International Society for Performance Improvement (ISPI) Certified Performance Technologist (CPT) or similar training development/instructional certifications;
  • Experience with large, organization-wide implementation of programs.

 Additional Information: This position requires meeting with employees at a variety of work sites throughout the County and is part of an alternative pay program that includes pay-for-performance elements. Entry salary within the band is based on a review of qualifications and experience. Pay potential is based on performance and employee development.
