Salary Range: $74,445 - $136,069

The Manager Ill, as part of the Management Leadership Services will provide high level management, administrative and programmatic direction and leadership to the Montgomery County Infants and Toddlers Program. In that capacity the manager will manage a major state grant and large collaborative relationship with Montgomery County Public Schools; develop and oversee operating budgets for efficiency and effectiveness in meeting program goals and fiscal responsibility; develop and implement interagency staff development and training to ensure an effective program and service; monitor and evaluate program performance for adherence to local state and federal laws and policies and program efficiency; develop and coordinate interagency proposals to state, federal and private sectors; coordinate services and ensure effective partnerships with other key public and private agencies including Montgomery County Public Schools, Maryland Infants and Toddlers Program, Maryland Department of Health and Mental Hygiene and private providers to ensure that services are being provided in consonance with needs of children and families and within Federal, State and County regulations.  The manager is a member of the Early Childhood Services Management Team and will direct and supervise Early Childhood Services initiatives as assigned by the Early Childhood Administrator.  This is a position within the Department of Health and Human Services.

The Manager Ill will supervise and provide leadership to a staff made up of merit employees.  This will include managing multiple relationships and requires prompt responsiveness with many different constituencies, including other government agencies and departments, providers, partners and the public. The manager will monitor and make recommendations on many different funding sources including, county, state and federal and grant funding.  The manager will have an understanding of and experience in complying with COMAR and IDEA regulations as relates to early intervention for infants and toddlers.  The manager will be able to be responsive to many competing deadlines which include program management, reporting, budget analysis, partners and constituent issues, and contract oversight. The manager will provide leadership to state mandated leadership board and the Local Interagency Collaboration Council.  A clear understanding and working knowledge of large budgets and of grant management is required.

MINIMUM QUALIFICATIONS: 

Experience: Five (5) years of progressively responsible professional experience in early child education, early childhood special education, early intervention or related field

Education:  Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency:  An equivalent combination of education and experience may be substituted.  .
