Job Title: BUREAU CHIEF (HOUSING ASSISTANCE) Salary: $88,025.60 - $145,184.00 Annually
Job Type: Full-Time Location: 2100 Washington Blvd., Arlington, VA (Sequoia Plaza) *ART Bus Accessible*, Virginia       A dynamic individual is needed to provide oversight of and County-wide leadership for housing advocacy, policy development, rental assistance, and service integration for the clients of the Department of Human Services. The Housing Assistance Bureau Chief (HAB), located in the Economic Independence Division (EID) of the Department of Human Services (DHS), will guide a large bureau that focuses on addressing multiple, diverse housing needs of DHS clients.

Working with the EID Chief, the HAB Chief will develop strong integration amongst the housing programs and between these programs and the rest of the Department. The employee will be a spokesperson and public-facing leader responsible for championing key housing initiatives including affordable housing, permanent supportive housing, and the continuum of care to prevent and end homelessness. These initiatives will entail extensive representation and community leadership efforts. The HAB Chief will also ensure proper administrative and regulatory oversight of these programs and their multiple contracts and is an integral member of both the division's management team and the department's extended management team.

Programs and initiatives in the Housing Assistance Bureau include:
  • Housing and homelessness policy development;
  • Staffing the Arlington County 10 Year Plan to End Homelessness/Continuum of Care;
  • Homeless shelter and rapid rehousing administration;
  • Supportive housing development and administration;
  • Oversight of the County's principal federally and locally-funded rental assistance programs housing including housing grants and housing choice vouchers (Section 8); and
  • Real Estate Tax Relief for older adults and people living with disabilities.
The HAB has a $36 million budget, and 30 talented staff all focused on the departmental mission of strengthening, protecting, and empowering those in need. HAB Chief will play a key role in guiding all staff in integrating programs to meet customer needs

The ideal candidate will have proven experience in establishing and managing outcome based performance measures to guide operations and will have significant experience and understanding of the needs of DHS clients and the community.
 Selection Criteria: Minimum: Education and experience equivalent to a Master's degree in Social Work, Public Administration, Housing or related field and substantial progressively responsible management and supervisory experience in housing development, housing administration, social work with persons who are homeless and/or housing assistance program management.

Substitution: Additional experience may substitute for the Master's degree requirement. 

Successful candidates will have:
  • Housing experience at the local level;
  • Experience in public leadership of community initiatives;
  • Program experience involving clients with low incomes and/or disabilities similar to those served by DHS;
  • Strong oral and written communications skills to move forward important initiatives; and/or
  • Experience in managing projects with significant financial resources.

 Additional Information: Starting salary will depend upon the qualifications and experience of the candidate selected. This position is in the Arlington County Government's Senior Program Management Accountability Program (XMAP), in which Senior Program Managers are eligible for a negotiated salary/benefits package and are evaluated and compensated on the basis of a performance agreement linked to the County Management Plan, results achieved, and a multi-rater appraisal. XMAP is a flexible total rewards/compensation system directly linked to performance and the market.
