Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       The Civil Engineering Operations Supervisor is located in the Department of Environmental Services' (DES) Engineering Bureau which consists of approximately 80 employees who provide full-scale in-house surveying, design, and construction management services for public works capital improvement projects. These projects include multimodal transportation, stormwater, watermain, sanitary sewer, and other infrastructure work. The projects are complex, with competing interests in a constrained urban environment; and range from $100,000 to $10 million in construction costs with a portfolio of approximately 75 to 100 projects in various stages at any given time. In addition to in-house work, the Bureau also utilizes consulting services as additional resources to enhance resource capacity of projects.

The Engineering Operations Supervisor identifies and develops best practices in engineering design and construction of public works capital improvement projects, and supervises quality control of in-house design and CAD technical support. The direct-report staff for this position include the Quality Control & Standards Engineer who is responsible for reviewing all construction plan sets prepared by Engineering Bureau staff as well as the CAD Manager, who is responsible for developing, implementing, and maintaining CAD Standards as well as managing hardware and design software.

The employee is expected to have expertise in the project management of urban infrastructure design work, comprehensive knowledge of current design standards and best practices, and comprehensive knowledge in construction cost estimating.

Duties will include:
  • Supervising the work of the Engineering Operations Team including assigning and managing workloads, evaluating performance, and developing staff;
  • Developing and updating Project Processes for Engineering Bureau Capital Improvement Program (CIP) Projects;
  • Developing and updating SOPs, Design Guidance documents, templates, and checklists to support the efficient completion of Engineering Bureau CIP project design and construction;
  • Directing the development and implementation of best practices for construction plans, specifications, cost estimates, and procurement documents;
  • Identifying and prioritizing technical training needs, and coordinating with staff or vendors to arrange for training implementation;
  • Preparing Requests for Proposal for multi-year on-call engineering service contracts for various Civil Engineering Disciplines and Invitations to Bid for multi-year on-call public works construction contracts; and
  • Leading the Bureau Safety Committee by reviewing safety policies and procedures to identify gaps and implementing policies to address them.

The ideal candidate will have outstanding project management skills; technical expertise in civil engineering; experience in a construction plan production environment; a proven track record of successfully working with various stakeholders; and strong leadership.
 Selection Criteria: Minimums: Bachelor's degree in Civil Engineering plus three years of experience in the design or review of public works capital improvement projects. PE Licensure in Virginia, or a State with reciprocity.

Desirables: Preference may be given to candidates with one or more of the following:
  • Expert knowledge of a wide variety of civil engineering design and construction standards, guidelines, and best practices in the fields of transportation, stormwater, water mains, and sanitary sewers;
  • Expert knowledge of project management of the design phase of public works infrastructure capital improvement projects;
  • Expert knowledge of Cost Estimating, ITB Preparation, and Construction Specifications & Standards;
  • Detailed knowledge of construction drawing/plan set contents and format;
  • Familiarity with AutoCAD standards and operating environment; and/or
  • Master's degree in Civil Engineering.
