Overview:The Electronic Countermeasures Program (ECM) manages the domestic and overseas technical program for the Bureau of Diplomatic Security, Department of State. The ECM Program supports US Department of State (DoS) ECM requirements at multiple overseas posts in potentially high-threat environments with assets, personnel and maintenance to the systems.The ECM Operations Manager will be the focal point for all ECM projects and Project Managers. From the beginning to the end of an operation, installation, support trip, or development project; the Operations Manager will be responsible for ensuring that all documentation, coordination, and logistic functions are complete and on schedule. The ECM Operations Manager will review project plans, develop a project timeline, identify required resources and execute the plan to completion. The ECM Operations Manager will ensure that weekly and monthly deliverables, such as activity reports and project milestone reports are submitted on time. The position will require the candidate to coordinate with ECM Project Managers, Government Customers, and Technical Staff to ensure that there are no scheduling conflicts. The ECM Operations Manager will demonstrate knowledge of the organization's business practices and issues. The successful candidate will typically possess 12 15 years of successful experience in Program or Project Management in a technical field.Primary Responsibilities:Evaluates overall project goals, oversees the development of comprehensive program policies, procedures, guidelines, and standards to ensure proper application and use by coordinating and revising administrative processes, and directs the development and maintenance of an information management system.Directs the evaluation of a project(s) to determine if the project(s) is achieving its goals and objectives and meeting the needs of participants and the stakeholders.Administers the overall development/preparation and justification for equipment, facilities, and staffing levels, and submits final recommendations for executive management approval.Directs modifications of existing program services or creates new program(s) services to maintain or enhance program standing.Acts as spokesperson for a program(s), advances the primary mission and goals of a program(s), and interacts with internal and external interest groups to explain program position, mediate differences, and seek modifications.Directs the development and preparation of information materials, special and technical reports, and comprehensive reports that describe overall project accomplishments.Develops and recommends solutions for complex problems and highly sensitive issues that cross functional and administrative boundaries or where there may be significant coordination requirements that impact the future of the program.Works to maintain and improve decision making capability and better implement services in controversial areas.Develops or modifies work plans, methods, and procedures and determines work priorities.Assigns and distributes work, reviews work for accuracy and completeness, and returns assignments with recommendations for proper completion.Resolves problems encountered during daily operations and determines standards for problem resolution.Supervisory Responsibilities:The ECM Operations Manager will monitor schedules, time entry, and provide general guidance, and support to the Project Managers, Material Manager, and ECM Technical staff.Education and/or Experience:BS/BA in a related discipline or advanced degree, where required, or equivalent combination of education and experience.An Associate's degree or technical certificate in electrical engineering or a related field and three years of experience as described above; orBS/BA or equivalent combination of education and experience.An advanced degree in a related field MAY be substituted for experience when applicable.Certification may be required in some areas.Ten years in Project Management of technical programs and related experience in the field of coordination and technical support for modern ECM systems; orBS/BA and At least five years of leadership experience planning ECM infrastructure and vehicle installations in support of DS high threat and contingency operations.Knowledge, Skills, and Abilities:Ability to clearly communicates and explains organizational and program policies and work assignments to staff and communicates information about the program area's activities to peers, higher-level managers, administrative staff of other organizations, and internal and external customers.Ability to compose, review, edit written materials for diverse audiences and communicate purpose in a succinct and organized manner appropriate for context, time, and place. Exhibits personal integrity, promotes ethical conduct by employees, and abides by the Code of Ethics.Knowledgeable with Technical Competence about the subject matter, procedures, requirements, regulations, and policies related to the area of responsibility.Certificates, Licenses, Registrations:Medical Clearance:Must be able to obtain / maintain a DoS Class 1 medical clearance. Must be a US citizen granted an active SECRET security clearance with ability to obtain TOP SECRET security clearance; will subject to a government security investigation to meet eligibility requirements for access to classified information at the TOP SECRET level; and must be able to obtain and maintain a US passport.Security Clearance:SECRET Level RequiredMust have a current US Government SECRET Personnel Security Clearance or be able to successfully complete a US government administered Investigation.Must be a US Citizen.Must also be able to maintain a US Government SECRET clearance.Physical Demands:The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this position. The employee must be able to stand, walk and sit for a prolonged period of time; use hands and/or fingers to handle or feel objects, tools or controls; operate office equipment; reach with hands and arms; climb stairs; balance; stoop; kneel; talk and hear. Specific vision abilities required by the job include close and distant vision. The employee must occasionally lift and or move up to 50 pounds. Medical conditions or physical impediments may disqualify candidates from overseas work where comprehensive medical care may be limited or unavailable, or where the condition or impediment would put the individual at unacceptable risk. Duties may be performed in an active combat zone where the employee would be required to seek shelter. There may be stress, psychological and physical hardships, and the possibility of living in field conditions associated with this position.Travel:Domestic travel will be required to facilitate personal oversight as required. Overseas travel may be necessary up to 10% of the calendar year in high-threat areas.Work Environment:Full-time, 40 hour week primarily in an office environment except when travel is required for project oversight. Personnel meeting the provisions of Department of State Standardized Regulations, Chapter 650 - Danger Pay Allowance, and performing in a location determined a hazardous duty area are eligible to receive danger pay up to 35% over basic compensation.Work Location:The location will be in DOS Annexes in Arlington, VA or Summit Point, WV.
