About the Agency

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.

The incumbent manages the network operations, video, and telecommunication activities for the House of Representatives. The incumbent is responsible for both program requirements and personnel, as well as providing general assistance, coordination, guidance, and recommendations to management regarding sensitive and confidential issues related to these programs. Incumbent provides leadership and direction to assigned managers; reviews and evaluates performance of subordinate staff and prepares performance reports. Plans and manages short and long range budget activities. Develops and manages vendor and consultant contracts that provide services to the House. This position has managerial/supervisory responsibilities.

Master’s degree in Network Engineering/Communications or equivalent discipline, or equivalent work experience. Senior level experience in corporate, legislative, and/or government environments.

This position requires a minimum 10 years demonstrated expertise in the following:

• Demonstrated expertise in networking and communications systems, telecommunication systems, video technology, electronic switching matrices, computer/data interfaces, wide area services and long-haul data transport services. Demonstrated competence in a wide range of financial and administrative areas to include the preparation of budgets and contract negotiations. Demonstrated leadership organizing and motivating a large staff. Demonstrated understanding of systems development concepts, requirements and definitions and a combination of technical/managerial disciplines. Ability to communicate effectively, both orally and in writing, with elected officials, senior staff, information systems professionals and non-technical users. Ability to work additional hours as necessary. Must be able to secure and maintain Federal Government Top Secret security clearance.

• Mastery of, and expert skill in applying, advanced information technology principles, concepts, methods, standards, and practices related to the design, development, and operation of networking and communications functions;

• Advanced skill in providing expert technical advice, guidance, leadership, and consultation to senior House officials, program managers and staff, and other IT specialists and contractors on complex and critical data center management functions and issues;

• Skill in applying new developments and emerging technologies to enhance the efficiency and effectiveness of network operations;

• Skill in providing recommendations and making decisions that directly affect critical House-wide operational issues and procedures;

• Skill in leading and managing multiple projects and initiatives, and in project planning and resource management activities; ability to lead and motivate cross- functional, interdisciplinary teams to achieve tactical and strategic goals;

• Expert knowledge of enterprise network architectures;

• Advanced knowledge of and skill in project management practices for planning, organizing, scheduling, directing, and reporting on information security activities and accomplishments, including financial and budget management, scheduling, and resource management.
