Job Type: Full-Time Location: 2100 Washington Blvd., Arlington, Virginia       Arlington County's Department of Human Services (DHS) is seeking an IT professional to work within their Information Systems Bureau (ISB). DHS envisions a community of healthy, safe, and economically secure children, adults, and families with its mission to strengthen, protect, and empower those in need. The ISB provides information technology solutions in support of employees and programs throughout DHS to meet their mission.

The Applications Developer will be responsible for developing unique technology solutions for DHS through collaboration with business partners, business analysts, vendors, and other developers. The employee will work to redesign business processes and develop new, enhance existing, or customize commercial off the shelf (COTS) web based applications to improve the Department's data management and automation capabilities. The employee will also translate the business needs of DHS programs into comprehensive software system requirements and integrate system components across business units. Work is performed in this unit in coordination with the Department of Technology Services (DTS) which maintain enterprise wide services and standards.

Duties include:
  • Providing web-based business solutions using the full application lifecycle, including analysis, design, development, integration, testing, user acceptance, implementation and ongoing maintenance;
  • Participating in design meetings with business experts, technical staff and ISB's business analysis team;
  • Performing business process analysis and design; including business, functional, and technical requirements documentation;
  • Translating between technical design specifications and business language;
  • Coordinating and executing technology implementations with peers, business partners, vendors and DTS;
  • Communicating project scope, design, priorities, schedules, etc. with business owners throughout duration of the project; and
  • Providing technical support for applications.

 Selection Criteria: MINIMUMS: Bachelor's degree in Computer Science, Information Systems Management, or a related field PLUS considerable years of experience that includes a combination of the following:
  • Developing custom object-oriented and browser-based applications using C#, .NET, JavaScript and SQL Server, SQL Server Reporting Services, IIS, and PHP
  • System/application integration design, development, implementation, and support
  • Understanding of software development lifecycle and application design
  • Business process analysis and functional and technical requirements documentation
  • Designing, developing and testing system components and integrating them to deliver applications that support business processes
  • Communicating with users and customer agencies throughout the project lifecycle to define project scope, prioritize and schedule work, diagnose and resolve problems, and manage stakeholder expectation
