Finance Manager, Wastewater & Stormwater Management
Directs and supervises a key business area in the Department of Public Works and Environmental Services composed of professional, technical and administrative staff responsible for accounting, budgeting, financial planning and financial reporting for three enterprises: Wastewater Management Program (WWM), an enterprise funded county government agency; Stormwater Management Program (STW), a county government agency with dedicated funding sources; and Urban Forestry, a county government agency funded with county general tax revenues and a dedicated source for the Pest Management Fund.
Oversees and directs all accounting functions in accordance with generally accepted accounting principles as well as federal, state, local and investor requirements including accounts payable and receivable, grants, fixed assets, debt management and capital projects. Supervises the procurement activities of all three agencies to ensure compliance with all procurement rules and regulations of the county, state and federal government. Supervises preparation of multiple budgets and a wide variety of financial reports, audits and management reports to meet the requirements of the county, state, federal programs and revenue bond holders, including Comprehensive Financial Annual Report, Annual Disclosure Report, Annual Certification Report, annual Financial Forecasting of Revenue and Rate Sufficiency, and annual EMMA report filing. Serves as primary liaison between WWM, STW and Urban Forestry and the county departments of Finance, Procurement and Material Management, Management and Budget, County Debt Manager, and county's financial advisors.
As a member of the business management team, plays a major leadership role in the three programs.
Any combination of education, experience and training equivalent to the following: graduation from an accredited four-year college or university with a bachelor's degree in business, finance, accounting or a related field; plus six years of progressively responsible professional experience, to include a minimum of one year of supervisory experience, in the areas of accounting and finance, or related area.
The ideal candidates possesses the following:
- At least ten years of experience with budget, forecasting, revenue analysis, and managing multiple funding streams in a local government or a public utility.
- Experience managing large budgets and/or funds in excess of $50 million.
- At least five years of supervisory experience.
- Excellent communication and relationship-building skills, with an ability to influence, negotiate, and work with a variety of internal and external stakeholders.
- Experience using an ERP and Microsoft Office - Excel, Word, and PowerPoint.
- CPA - Certified Public Accountant.
- Master's in business administration.
Duties are generally sedentary and performed in a normal office environment. May require walking, standing, bending, stooping, and reaching. Ability to carry/lift up to 15 pounds. Visual acuity is required to work on a computer monitor. Ability to operate keyboard driven equipment.
