The (Information Technology Modernization) ITM project will transform the way IT services are provided to users across the NATO enterprise, including the NATO Command Structure (NCS), the NATO Headquarters (NHQ), elements of the NATO Force Structure and NATO agencies. This will be achieved by modernizing, consolidating, and centralizing the infrastructure and service management, and by pooling and abstracting resources. In turn, this will allow an enterprise perspective to be taken, and services to be delivered according to standard and measureable service level agreements, offering a higher quality, more flexible, resilient, and secure set of services at significantly lower costs to the user community.

 

The OCONUS Technical Director (OTD) will be responsible for the in country analysis, design, development, integration, and follow-on enhancement efforts of the NATO ITM contract. The OTD will assume leadership responsibilities in execution of the following tasks/activities:

    Define and validate architecture principles and standards with regard to requirements of the ITM contract and other opportunities.Create robust design documentation including Bill of Materials.Lead technical negotiations with vendors.Perform technical analysis of alternatives on solutions to drive best value productsCommunicate/Brief architecture and deliverables to customer stakeholders up to SES level.Assess and communicate the impacts, trade-offs, risks, costs, benefits and opportunities of IT solutions.Lead other ITM contract staff in the execution of contract scope.Recruit and hire other technical staff.Promote a culture of innovation; continuously seek opportunities for improvement
 

This position will be based out of the Brussels. Travel will be required to the 28 member nation’s locations approximately 25% of the time.

 

International relocation assistance will be provided.

Education Bachelor’s Degree in Computer Science, Engineering or a related technical discipline, or the equivalent combination of education, technical training, or work/military experience.

Qualifications
    Minimum of ten (10) years’ experience in leading IT projects of similar in scale, scope and complexity to ITM.5 years of the experience related to the architecture, design and implementation of high resilience datacenters, migration of applications, integration of the capabilities under one centralized service management and control systemExperience in Infrastructure (processing, virtualization, storage, switches)Experience designing and implementing high-availability server roomsExperience designing and implementing local area networks in projects similar to the ITM Project Experience as a technical manager responsible for the planning, designing and execution of projects where an Active Directory and subsequent application and data migration/transition activities were exercisedExperience as a team leader or project manager to ensure the technical management oversight of multiple simultaneous projects and subordinate technical staff.

    Industry certifications for vendors such as; Microsoft, VMware, Cisco, etc..)ITIL certifications and experiencePRINCE2 Foundation Certification
 

20 or more years of related information technology experience
