JOB SUMMARY:

About the Agency

In fulfillment of the Inspector General Act, the Small Business Administration (SBA) Office of Inspector General (OIG) provides auditing, investigative, and other services to support and assist the SBA in achieving its statutory mission. The OIG provides independent, objective oversight to improve the integrity, accountability, and performance of SBA and its programs for the benefit of the American people. The OIG seeks to improve SBA programs by identifying key issues facing the Agency, recommending corrective actions, and promoting a high level of integrity. In carrying out its audit mission, OIG conducts financial and performance audits of internal Agency functions and of participants in SBA programs to promote the economical, efficient, and effective operation of SBA programs.

  • As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

    Each applicant is required to submit a comprehensive narrative statement, which addresses BOTH the ECQs and MTQs outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The narrative portion for the MTQs MUST NOT EXCEED 6 PAGES TOTAL. The supplemental narrative statement for the ECQs should address the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES. This evidence must include clear and concise examples that emphasize the applicants level of responsibilities, scope, and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts. The narrative portion for the ECQs MUST NOT EXCEED 10 PAGES.     The following categories of applicants may omit the mandatory ECQs , but MUST address the Technical Qualification factors: Applicants who are currently serving under a SES career appointment (must provide a copy of Standard Form 50--Notification of Personnel Action that documents career appointment to the SES); Applicants who are eligible for reinstatement to the SES (must provide a copy of Standard Form 50--Notification of Personnel Action that documents career appointment to the SES; or Applicants who are graduates of OPM-approved SES Candidate Development Programs (must provide proof of OPM Qualifications Review Board certification).

    EXECUTIVE CORE QUALIFICATIONS:

    MANDATORY TECHNICAL QUALIFICATIONS:

    1. Knowledge of Inspector General programs, operations, systems, legislative history, mission and systems to sufficiently plan and conduct audits.

    2. Experience in planning, developing, and directing large or national scale audits from inception to completion in compliance with government auditing standards.

    Applicants must demonstrate in their resume and responses to the vacancy questions that they meet the basic OPM qualifications as well as qualifications described below. Applicants must meet all qualification and eligibility requirements for the position advertised within 30 days of the closing date of the vacancy.

    To qualify for this position, applicants must meet any basic requirements and specialized experience.

    POSITIVE EDUCATION REQUIREMENT: YOU MUST SUBMIT PROOF OF MEETING THE BASIC EDUCATION REQUIREMENTS STATED BELOW. A copy of transcript(s), a copy of a CPA or CIA certificate or license, or a list of related college courses completed (including the name of the attended college/university, its location, courses' names, number of credit hours and the grades you received for those courses) is REQUIRED.

    The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

    A. Degree: accounting and/or auditing; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR
    B. Combination of education and experience--at least 4 years of experience in accounting and/or auditing, or an equivalent combination of accounting and/or auditing experience, college-level education, and training that provided professional accounting and/or auditing knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that
    (a) The applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
    (b) A panel of at least two higher level professional accountants and/or auditors has determined that the applicant has demonstrated a good knowledge of accounting and/or auditing and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
    (c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
