On behalf of the Department of Defense and other U.S. Government Departments and Agencies, the Defense Security Service supports national security and the warfighter through our security oversight and education missions. DSS oversees the protection of U.S. and foreign classified information and technologies in the hands of industry under the National Industrial Security Program (NISP) and serves as the functional manager for the DoD security professional development program. We provide security education, training, and professional development services as the functional manager for the DoD security professional development program, and for other U.S. Government personnel and contractor employees, and representatives of foreign governments, as required.
This Position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.
Qualifying experience required for this position is:
Conducting inspections, surveys and investigations of government and non-governmental facilities and personnel in order to determine protection of sensitive materials and information and compliance with laws and regulations; reviewing contract documents, program security classification guides and contract security classification specification; performing administrative inquiries of security violation. Providing a wide variety of security management functions such as experience in the National Industrial Security Program (NISP), International Programs Export Control, and Foreign Ownership Control or Influence (FOCI).
Specifically you will be evaluated on the following competencies:
1. Knowledge of investigative interviewing techniques and ability to conducts interviews of personnel with diverse background.
2. Ability to develop and present oral briefings to a group of high-level management officials.
3. Knowledge concerning devices, systems, containers, alarms, methods and techniques for the protection of information, materials, personnel, and facilities.
4. Knowledge of DoD counterintelligence (CI) programs, issues and potential espionage indicators impacting on the personnel and industrial security missions and CI classification guidance in providing such support.
5. Ability to independently prepare written correspondence utilizing correct grammar and spelling, resulting in comprehensive analytical reports.

If substituting education for experience, at the GG-07 level, you must possess a Conferred Bachelor's degree. For the GG-09 level, you must possess a master's degree or equivalent degree OR 2 full years of progressively higher graduate education leading to such a degree, OR LL.B or J.D., if related.
Superior Academic Achievement does not apply to DCIPS positions.
