NARUC anticipates the embedded advisor will support three key energy sector entities working on regulation and policy in Pakistan as they shift toward more transparent, coordinated, and effective regulations and policies. Recently, Pakistani regulators and other relevant entities have expressed an interest in enhancing their capacity to initiate regulatory reforms and support renewable development, competitive markets, licensing, and cost-reflective rates.

Required Abilities and Key Attributes  

The embedded advisor will have hands-on, practitioner-level regulatory experience with a proven track record of meeting targets and deliverables in a range of energy and regulatory issues.  

The advisor must be able to identify necessary stepping stones and phases for various energy reform processes. The position requires strong strategic planning experience and sound knowledge of reform issues faced by emerging and transitioning economies.    
The advisor will be working closely with the identified entities and may also be periodically required to engage, in line with the assigned tasks, with policy-making institutions like the Ministry of Water and Power, Ministry of Petroleum and Natural Resources, and others   

An advanced degree and 8-10+ years of professional experience in energy regulation is required.  Preference will be given to candidates with positive and successful prior experience working in Pakistan
