JOB SUMMARY:

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT.  The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.  This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This public notice announcement is for anticipated vacancies to be filled under the Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent with a full-time work schedule. Pay will vary by geographic location. There may or may not be actual/projected vacancies at the time you submit your application. Please read this Public Notice in its entirety prior to submitting your application for consideration.

Based on the various locations of this announcement, vacancies can be filled as GS-09/11/12/13 or DP-03/04 pay band (equivalent to GS-09/11, GS12/13). The positions have promotion potential to GS-12 or DP-04 (equivalent to GS-12/13). Promotion is neither implied nor guaranteed.

    Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position.  Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

    THIS POSITION HAS A POSITIVE EDUCATION REQUIREMENT. Applicants must meet the BASIC EDUCATION REQUIREMENTS in order to be found minimally qualified for the position.   You MUST furnish a copy of your transcript(s) of college work completed, regardless if you are currently in this series and proof of degree with your application.  Failure to provide transcript(s) with your application will result in your application being rated not qualified.

    BASIC REQUIREMENT: a degree in operations research; or have completed at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

    GS-09 In addition to the Basic Requirement your resume must demonstrate at least one or more years of specialized experience that has provided the knowledge, skills ability to perform at the GS-09 level.  Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience would include: 1) determining tradeoff relationships between system operating cost and level of performance; 2) determining the optimum test design that minimizes the amount of testing while still providing adequate data for decision making; 3) work as a team member in an organization that conducts operations research investigations of military weapons and materiel systems.  OR two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

    GS-11 In addition to the Basic Requirement your resume must demonstrate at least one or more years of specialized experience that has provided the knowledge, skills ability to perform at the GS-11 level.  Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience would include: 1) determining tradeoff relationships between system operating cost and level of performance; 2) determining the optimum test design that minimizes the amount of testing while still providing adequate data for decision making; 3) work as a team member in an organization that conducts operations research investigations of military weapons and materiel systems.  OR

    three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

    For GS-12 In addition to the Basic Requirement your resume must demonstrate at least one or more years of specialized experience that has provided the knowledge, skills ability to perform at the GS-11 level.  Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience would include: 1) determining tradeoff relationships between system operating cost and level of performance; 2) determining the optimum test design that minimizes the amount of testing while still providing adequate data for decision making; 3) work as a team member in an organization that conducts operations research investigations of military weapons and materiel systems; 4) providing trend analysis and summaries in support of logistics required to optimize readiness and cost effectiveness of Aviation Weapon Systems; 5) converting naval Aviation logistics and maintenance data into decision making information through the application of analytical techniques and procedures; 6) conducting data mining, developing analytical tools (statistical and probabilistic analysis), methods and assessments for various portions of an overall task or project assignment.

    For GS-13 In addition to the Basic Requirement your resume must demonstrate at least one or more years of specialized experience that has provided the knowledge, skills ability to perform at the GS-12 level.  Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.  Specialized experience would include:  1) designing and developing the most appropriate techniques to solve problems, enhance performance or increase efficiency and effectiveness; 2) providing expert judgments concerning the validity of assumptions made and the criteria to evaluate alternatives; 3) conceptualizing systems and reduce them to the most effective, simplified and manageable presentation and treatment; 4) simulating a process and developing a detailed model of the most critical features of the process; 5) identifying actual or potential problem areas, treads and similar factors to improve agency program operations and management systems.


    This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience.
