Job Title: WORKFORCE DEVELOPMENT AND TRAINING SPECIALIST Closing Date/Time: Continuous Salary: $53,019.20 - $105,996.80 Annually

The Department of Environmental Services (DES) is seeking a highly responsible workforce development and training professional to focus on instructional design, curriculum development, training and change management. DES is a dynamic organization with approximately 750 permanent employees in a range of jobs that span trades, technical, and professional fields in multiple locations.

The Workforce Development & Training Specialist plays a key role in helping to shape DES into a high performing, career development-oriented organization. This employee provides assistance with managing change effectively, developing teams, and creating and conducting training. The employee will assess employee development program needs, design training plans, and will implement and evaluate programs to cultivate and support a competent, productive and dynamic workforce.

The major duties include:
  • Leading the implementation and systematic development of a Department-wide online learning management system (using the Taleo application);
  • Identifying training needs from department employees and building out the training content, agendas, training objectives, materials, exercises and evaluation tools;
  • Maintaining employee training records and generating reports;
  • Developing training website content and promoting training opportunities;
  • Defining and implementing training plans for various categories of employees;
  • Providing training from basic to advanced professional levels on a wide array of topic areas;
  • Assisting the HR Team with the development and implementation of a department-wide New Employee Orientation session, as well as performance management and customer service training sessions;
  • Partnering with other team members as well as department leaders to facilitate meetings, conduct team building activities and develop resources for coaching/training team leaders;
  • Managing trainers under contract to the County; and
  • Researching workforce trends.

 Selection Criteria: Minimum: Bachelor's degree in Instructional Design, Curriculum Development, Organizational Development, Business/Public Administration, Human Resources Management, Psychology, or a related field plus significant experience in curriculum development, adult learning theory, change management, organizational development, and managing a Learning Management System.

Additional qualifying related experience may be substituted for the education requirement on a year-for-year basis.

Preference may be given to candidates who have the following experience:
  • Managing a Learning Management System that includes online training;
  • Developing complex training content, both orally and in written format;
  • Leveraging technology and tools for curriculum development;
  • Conducting effective training through instructor-led or web-based delivery;
  • Conducting needs assessments, skills gap analysis, strategy development;
  • Applied knowledge of systems thinking and change management; and/or
  • Demonstrating project management and process improvement expertise.

 Additional Information: Work Hours: Monday through Friday, 8am to 5pm. Periodic evening and weekend work will be required for some employee training. The opportunity for some telework is also available.

This position requires meeting with employees at a variety of work sites throughout the County.

This position is part of an alternative pay program that includes pay-for-performance elements. Entry salary within the within the band is based on a review of qualifications and experience. Pay potential will be based on performance and employee development.
