JOB SUMMARY:

These positions are located Naval Air Systems Command. The selectee will serve as the Program Manager for assigned program.

This is a public notice announcement; under this recruitment procedure, each location/installation, identified in this public notice will make selections for vacancies as they occur. These positions are being filled under Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent with a full-time work schedule. Pay will vary by geographic location.

Based on the various locations of this announcement, vacancies can be filled as GS-12/13/14/15 or DA-04/05/DA06 pay band (equivalent to GS-11/12, GS-12/13, GS-14/15). The promotion potential of positions will vary based on the vacancy being filled. Promotion is neither implied nor guaranteed.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. 

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position.  Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

For GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is: 1) experience planning, directing, coordinating and reporting on the composition of elements required in support of assigned programs; 2) experience in defining goals of the program.

For GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is: 1) experience planning, directing, coordinating and reporting on the composition of elements required in support of assigned programs; 2) experience in defining goals of the program; 3) contributing to the determination of resource needs and allocation of resources (funding, manpower, facilities, etc.).

For GS-14 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is:

1) experience planning, directing, coordinating and reporting on the composition of elements required in support of assigned programs; 2) experience in defining goals of the program; 3) contributing to the determination of resource needs and allocation of resources (funding, manpower, facilities, etc.); 4) implementing and executing programs that support the organization's mission and strategic goals.

For GS-15 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is: 1) experience planning, directing, coordinating and reporting on the composition of elements required in support of assigned programs; 2) experience in defining goals of the program; 3) contributing to the determination of resource needs and allocation of resources (funding, manpower, facilities, etc.); 4) implementing and executing programs that support the organization's mission and strategic goals; 5) developing a diverse workforce, and providing program oversight.

The selectee must complete the requirements of the Career Development Program for Acquisition personnel in accordance with DOD Manual 5000.52M, Program Management Certification Level III,  within two years of appointment. Requirements can be found at:  http://www.dau.mil/career/appc.htm.

For GS-14/15: This is also a Critical Acquisition Position (CAP).  CAP requirements can be found at http://dacm.secnav.nav.mil/apc.cfm.  Prior to appointment, the selectee must be (or become) a member of the Acquisition Professional Community (APC), sign a 3 year tenure agreement and meet the statutory requirements unless a waiver is obtained.
