This Contract Specialist position will be located at Naval Air Systems Command or Naval Supply Systems Command locations.

Based on the various locations of this announcement, vacancies can be filled as GS-09/11/12/13 or DA-03/04/05.

These positions are being filled under Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent with a full-time work schedule. Pay will vary by geographic location.

This position has a BASIC REQUIREMENT: To qualify for this position you must meet one of the Defense Acquisition Workforce Improvement Act (DAWIA) Basic Requirements for Contract Specialist positions described below. Select the one option that best describes you. (You must submit copies of your transcripts supporting your education if selecting option A): A.  Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND completed at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). B) a current employee of the DoD or a member of the armed forces who served as a contracting officer with authority to award or administer contracts in excess of the simplified acquisition threshold on or before 30 Sep 2000, or I served on or before 30 Sep 2000 in a position either as an employee in the GS-1102 series or as a member of the armed forces in a similar occupational specialty. C) DoD employee in the Contingency Contracting Force.  If you meet B, C or D, please upload proof as your transcripts.

For GS-09: Your resume must demonstrate at least one of the following:

A. One year of specialized experience in the same or similar work at a level of difficulty and responsibility.  Specialized experience includes: 1) applying contract laws, regulations, and procedures for administering contracts awards and proposals; 2) conducting price/cost analyses for contract bids and claims; 3) participate in negotiations including the pre-award and post-award phases of contracting for complex equipment and services.

OR

B. Two (2) years of progressively higher level graduate education leading to a master's degree, LL.B., J.D., or an equivalent graduate degree in a related field that has provided me with the knowledge, skills, and ability to successfully perform the duties of the position. If you are using education to qualify, you must submit your transcripts.

OR

C. A combination of education and experience.

For GS-11: Your resume must demonstrate at least one of the following:

A. One year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) experience with the full range of contracting procedures and methods including formal advertising, negotiation, fixed-price, cost contracting, and use of special provisions and incentives; 2) assisting in applying negotiation techniques, cost analysis, and skill in devising negotiation strategies to resolve such problems as reducing costs, adjusting delivery schedules, and negotiating sole source procurements; or 3)  participates with senior contracting specialist in negotiations including the pre-award and post-award phases of contracting for complex equipment and services.

OR

B. Possess 3 full academic years of progressively higher level graduate education or PhD or equivalent graduate degree or LL.M in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

C. A combination of education and experience.

For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.  Specialized experience includes: 1) Working with the full range of contracting procedures and methods including formal advertising, negotiation, fixed-price, cost contracting, and use of special provisions and incentives; 2) Applying negotiation techniques, cost analysis, and skill in devising negotiation strategies to resolve such problems as reducing costs, adjusting delivery schedules, and negotiating sole source procurements; 3)  Participating in negotiations including the pre-award and post-award phases of contracting for complex equipment and services.

For GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.  Specialized experience includes: 1) Working with the full range of contracting procedures and methods including formal advertising, negotiation, fixed-price, cost contracting, and use of special provisions and incentives; 2) Applying negotiation techniques, cost analysis, and skill in devising negotiation strategies to resolve such problems as reducing costs, adjusting delivery schedules, and negotiating sole source procurements; 3)  Participating in negotiations including the pre-award and post-award phases of contracting for complex equipment and services; 4) Providing advice and assistance in determining the timing of awards.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
