THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This announcement is for mid and journey level engineering positions at various locations within the Naval Air Systems Command (NAVAIR).

Based on the various locations of this announcement, vacancies can be filled as GS-09/11/12/13 or DP-03/04.  The positions have promotion potential to GS-12/GS-13/DP-04 depending on command and location.  Promotion is neither implied nor guaranteed.

THIS POSITION HAS A POSITIVE EDUCATION REQUIREMENT. The Engineer Basic Requirement for this position are [A] a degree in professional engineering. Curriculum must (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR

[B] combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.  The adequacy of such background must be demonstrated by ONE of the following: professional registration; written test (successfully passed the Engineer-In-Training (EIT) examination or the written test required for professional registration); specified academic courses (successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering); OR related curriculum (successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field).

FOREIGN EDUCATION:

Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States. GS-09 In addition to the Basic Requirement your resume must demonstrate at least one or more years of specialized experience that has provided the knowledge, skills ability to perform at the GS-09 level.  Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.

Creditable specialized experience includes: researching, interpreting, and carrying out engineering assignments.
OR
two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

GS-11 In addition to the Basic Requirement your resume must demonstrate at least one or more years of specialized experience that has provided the knowledge, skills ability to perform at the GS-11 level.  Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.

Creditable specialized experience includes: 

1) researching, interpreting, and carrying out engineering assignments; and 2) providing technical input on the planning, design, construction, testing, or maintenance of projects.
OR

three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

For GS-12 In addition to the Basic Requirement your resume must demonstrate at least one or more years of specialized experience that has provided the knowledge, skills ability to perform at the GS-11 level.  Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.

Creditable specialized experience includes: 1) researching, interpreting, and carrying out engineering assignments; 2) providing technical input on the planning, design, construction, testing, or maintenance of projects; and 3) collecting and analyzing engineering data to solve problems, develop reports, and provide recommendations.


For GS-13 In addition to the Basic Requirement your resume must demonstrate at least one or more years of specialized experience that has provided the knowledge, skills ability to perform at the GS-11 level.  Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.

Creditable specialized experience includes: 1) researching, interpreting, and carrying out engineering assignments; 2) providing technical input on the planning, design, construction, testing, or maintenance of projects; 3) collecting and analyzing engineering data to solve problems, develop reports, and provide recommendations; and 4) prepare, present, and evaluate plans, designs, reports, and correspondence.

REQUIREMENTS:
