This position is a Financial Management Analyst, responsible for providing financial management advice and guidance regarding financial regulations, policies and procedures. The selected candidate will manage the program budget and develop/communicate appropriate strategies to achieve competency goals related to resources.

 THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT.  The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.

This is a public notice announcement; under this recruitment procedure, each location/installation, identified in this public notice will make selections for vacancies as they occur. These positions are being filled under Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent with a full-time work schedule. Pay will vary by geographic location.

    GS-05 and DA-02

    Your resume must demonstrate at least three (3) years of general experience that includes at least one year at the GS-04 or DA-01 grade level in the Federal service or equivalent experience in the private or public sector which demonstrates the ability to: 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work; and 3) Communicate effectively orally and in writing; OR

    You have successfully completed, or will complete within 9 months, a 4-year course of study (in any field) leading to a Bachelor's degree from an accredited college or university authorized to grant baccalaureate degrees; OR

    You have a combination of experience and education as described above which, when combined, is equivalent to 100% of the qualification requirement.

    GS-07:

    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level in the Federal service or equivalent experience in the private or public sector. Creditable specialized experience includes: 1) Compiling financial data for use in operational studies and system reviews to improve financial mission performance; 2) Reviewing financial reports, documents, records, data or other materials to verify compliance, or authenticity; 3) Reviewing and implementing methods for maintaining and reporting proper data flow through an automated financial system; OR


    You have successfully completed one full year of graduate level education directly related to the work of the position or have superior academic achievement. (Superior Academic Achievement can be met by any one of the following requirements: 1) Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; 2) Grade-point average (G.P.A.)-Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; 3) Election to membership in a national scholastic honor society - Applicants can be considered eligible based on membership in a national scholastic honor society that meets the minimum requirements of the Association of College Honor Societies; OR

    You have a combination of experience and education as described above which, when combined, is equivalent to 100% of the qualification requirement.

    This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience.     DUTIES:

    At the Full Performance Level: 

    ·  Provides comprehensive staff, financial, and administrative services to operating organizations and consultation and advice to the responsible manager.

    ·  Coordinates financial resources management; organizational analysis; and administrative policy, safety, and security programs.

    ·  Prepares direct and indirect budgets, work unit plans, long-range plans, cost analyses, and analyses of changes to plans and schedules.
