Alexandria Health Department (AHD) is one of 35 health districts in Virginia. As part of the Virginia Department of Health, AHD serves the residents, businesses, and visitors of Alexandria and works closely with the City of Alexandria and community partners to achieve its mission and vision. Alexandria, comprised of 15.75 square miles and a population of approximately 150,000, is the most densely populated city in Virginia and is rich in diversity and community engagement. AHD has more than 100 permanent employees, an overall FY2017 budget of $11.7 million and operates services from three main facilities as well as in various satellite sites and in the community. Alexandria Health Department (AHD) is seeking an experienced, thoughtful, dynamic administrator to serve as AHD’s next Business Manager. The Business Manager is the lead administrative position at AHD reporting directly to the AHD Health Director and serving an essential role on the AHD Leadership Team. The Business Manager navigates complex administrative systems (e.g. local, state, federal) and provides direction and oversight of, and assures high quality services and products from, AHD’s 17-person Administrative Division (with five direct reports: HR Manager, Fiscal Officer, Supervisory Accountant, IT Specialist, and Executive Secretary). The Business Manager is responsible for the overall management of finances (state, City, federal and grant sources; accounts receivables and payables); of procurement and supplies; of general services (facilities and risk management); of information technology; and of human resources. The Business Manager functions with a strategic focus on long-term issues while responding efficiently and effectively to day-to-day operational issues and challenges, and he/she serves as the primary spokesperson of AHD business operations for both internal and external entities.

Requirements:

The successful applicant must have a Master of Business Administration or Master of Public Administration (or equivalent combination of education/training and work experience) as well as considerable experience in the principles and practices of public administration and organizational management; and knowledge of and experience in financial management including government finance and accounting.

The applicant must have: experience in leading, inspiring, directing and formally supervising others; knowledge and experience in human resource management; knowledge in facility management and in IT support management; the ability to draft, analyze, implement, evaluate, and update memorandum of agreements/ memorandum of understanding/ managed care agreements and their impacts on AHD resources and processes as well as the wider system of healthcare. The applicant must have: the ability to comprehend and oversee federal, state, local and foundation grant applications and management; the ability to handle dynamic, rapidly changing environments, including reprioritizing multiple tasks for self and other in short periods of time as required by the situation and/or as directed; to lead organizational change in a diverse, high impact organization in various environments including periodic, unpredictable external forces of change; and to manage challenges, conflicts and problems in an effective, constructive manner for positive outcomes.

The candidate must also have the ability to effectively work independently; to accept direction and delegation; to work as a member of teams; and to appropriately work with the media, elected officials, high-profile individuals, and internal and external customers. The applicant must be proficient in MS Office Suite and have excellent oral and written communications skills and must demonstrate precise attention to detail. A valid driver’s license and travel by personal vehicle within Alexandria and northern Virginia is required; occasional distant/ overnight travel may be required; adherence to VDH’s driver safety policy is required.
