Job Title: PLANT MECHANICAL PLANNING SPECIALIST Closing Date/Time: Continuous Salary: $58,323.20 - $89,107.20 Annually
Job Type: Full-Time Location: Water Pollution Control Bureau - 3402 S. Glebe Road, Arlington, Virginia       NOTE: This is a re-announcement. If you previously applied for this position, there is no need to reapply. 

Arlington County's Department of Environmental Services is filling a position for the Water Pollution Control Bureau (WPCB). The Plant Mechanical Planning Specialist will be responsible for researching operations and maintenance issues; identifying and obtaining new materials and resources; and developing improvement designs and job plans to maintain equipment and facilities in the Water Pollution Control Plant and County-wide pumping stations. The employee serves as the lead on mechanical maintenance projects and technical liaison with design engineers.

The Plant Mechanical Planning Specialist will directly contribute to all aspects of mechanical maintenance planning from start through completion including follow-up reporting within the Operating Budget and Capital Improvement Projects Budget (each approximately $1M per year). 

Specific duties:
  • Assesses project risks in relation to current plant requirements by analyzing mechanical issues and developing specifications for equipment purchases; 
  • Identifies the resources needed for projects and construction contracts;
  • Drafts construction plans for plant maintenance projects;
  • Researches plant system databases to identify mechanical issues;
  • Drafts and reviews contracts for vender services and equipment procurement; 
  • Monitors the work of maintenance workers by ensuring compliance with safety regulations.
  • Develops project implementation and maintenance training needs for WPCB staff; and
  • Ensures compliance of specific project objectives by working with contractors, trades employees, and project design teams.
The ideal candidate will have strong communication skills to work with other employees in order to meet organizational outcomes; and to present complex information to various audiences.
 
 Selection Criteria: Minimum: A Bachelor's degree in mechanical or civil engineering or related field, plus considerable progressively responsible experience in mechanical maintenance planning, which includes at least one year of experience organizing and coordinating related projects.

Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.

Desirable: Preference may be given to candidates with experience in one or more of the following:
  • Project design in wastewater treatment plants, sewers, industrial, or other related facilities;
  • Writing contracts and specifications;
  • Providing guidance to project design teams, trades employees, and/or contractors;
  • Using AutoCAD or similar drafting software;
  • Using Primavera Project Planner, Microsoft Project, or similar project planning software;
  • Using DataStream's MP2 Enterprise or similar computerized maintenance management system; and/or
  • Using Microsoft PowerPoint, Access, and Excel in a mechanical maintenance or construction planning environment.

 Special Requirements: Must be able to, lift 50 lbs., wear a respirator, climb ladders up to 100 ft., enter tanks, manholes, and confined spaces.

Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record.
