Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       The Department of Environmental Services' (DES) technical team is seeking a Database Analyst who will be responsible for developing and managing ongoing processes around business applications data; leading and implementing technology projects, primarily utilizing SQL server; migrating, converting, interfacing, and reporting data. This position will also be responsible for managing processes for data operations; establishing quality assurance mechanisms; working and interfacing with customers throughout the County including members of the DES decision support team, the Water, Sewer & Streets Bureau, and the Department of Technology Services; and learning and applying information to for the operations of the department.

Specific duties include:
  • Developing and administering DES data architecture by applying policies and standards to data management decisions;
  • Establishing the business logic, designing procedures, implementing processes, and verifying the results for both migration and conversion of data from several systems;
  • Implementing, supporting, and monitoring database systems by providing input/review of systems design to maintain the integrity of business rules and to ensure efficient operation;
  • Administering database access procedures in compliance with relevant County, State and Federal regulations and implementing data quality control standards, methodologies, and day-to-day tools for upholding quality control; and
  • Designing, implementing, and providing guidance on tools and technologies in support of business intelligence.

 Selection Criteria: Minimum: Bachelor's degree in Management Information Systems, Computer Science, or closely related field and significant experience in data management which includes database administration within a multi-platform environment; system design and implementation, and experience developing and directing enterprise level data administration or architecture.

Substitution: Master's degree in Information Management, Computer Science, or directly related field may substitute for up to one year of experience. Additional directly related experience may substitute for the Bachelor's degree requirement on a year-for-year basis.

Desirable: Preference may be given to candidates with experience in one or more of the following:
  • Implementation and enforcement of policies and methodologies governing data administration;
  • Data conversion, preferably large system integration (vs. simple file transfers);
  • Lead role in complex system design and implementation;
  • Database administration, including execution of day-to-day DBA activities, such as server performance analysis, killing processes, table-level backups;
  • Implementation of data sharing middleware technologies and web services;
  • Public sector data management; and/or
  • Working in a public utility setting.

 Special Requirements: The applicant must possess a valid motor vehicle operator's license from place of residence. If the applicant possesses a license, they must authorize Arlington County to obtain, or must provide a copy of their official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.
 Additional Information: Work Hours: Monday through Friday, 8:00 am to 5:00 pm. Work will require traveling to the Arlington's Trades Center (4200 S. 28th Street) to provide support to staff.
