SD Program Director - 102181

Role:

Candidate will act as a senior business leader responsible for advising Senior Leaders, Officers-In-Charge (OICs), and Program/Project teams throughout the system delivery lifecycle on engagements ranging in size from 2 to 200+ FTEs. Provide delivery leadership, business management, business development and client management support for multiple projects and programs of software development professionals. Responsible for providing guidance and direction on technical management, business management, service delivery, and overall contract performance. Bring innovative thinking regarding technical management, service delivery and business management, and should have also instituted significant, measurable improvements in software release planning and management, quality assurance/quality management, and cost management leading to increased customer satisfaction across program stakeholders.  Will be engaged in all aspects of contract management, financial and budget control, and be involved in business development, proposal development, capture, and subcontractor management for complex programs and projects for an annual business portfolio of $250 - $500 million dollars. Responsible for reviewing the financial performance of existing programs and will be responsible for providing leadership and reviews for financial estimates and ROMs for new development efforts.

Basic Qualifications:

-Fifteen (15) years or more experience managing the development of integrated hardware and software systems within the federal government or commercial entity

-Experience with cloud enabled solutions, architecture development, and "As a Service" offerings

-Project Management Institute certified Project Management Professional (PMP), DAWIA Level III Program Manager, or equivalent.

-Managing multiple subcontractors;

-Managing projects using various SDLC models; CMMI, agile, and/or spiral development

-Managing contracts (greater than $50 million); managing contracts requiring Earned Value Management

-Strong interpersonal and presentation skills for interacting with team members and prospective senior gov't clients

-Strong analytical and problem solving skills along with strong organization skills are critical

-Bachelor's degree or equivalent combination of education and experience

-Must be a US citizen, and able to obtain a security clearance

Additional Qualifications:

-Professional Services business experience desirable and strong business acumen required

-Certified PMI

-Agile Certified Professional (ACP)

-Certified ICAgile Professional

-A Masters degree in a highly technical subject is preferable 

Clearance:

 Clearance is not required, but the final candidate has to be able to obtain a security clearance as necessary for client needs.
