They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze. **Note: Competition for Security Guard positions is restricted by law to persons entitled to veterans' preference as long as such applicants are available for appointment.** **About the Position:** Perform installation access, usage of physical access control equipment and visitor access on military installations. Safeguard Government personnel, information, operations, and critical assets in accordance with a wide variety of Federal rules and agency/local regulations/policies. **Who May Apply: US Citizens** Duties Serves as the Chief, Security Guard Branch at an Army installation. Through subordinate supervisors and work leaders, manages the operation of individual shifts, seven days a week, 365 days a year. Directs and supervises the protection of government property against hazards of damage, theft, trespassing, espionage and riot. As the Chief of the Security Guard Branch in the Directorate of Emergency Services. Incumbent has overall responsibility for managing a large guard workforce with the primary function of conducting access control to the installation and additional missions such as providing security for the purpose of protecting physical property, conventional arms and ammunition, and personnel on the installation from criminal elements, sabotage, attempted espionage, or direct attack by enemy or terrorist inspired forces. The mission is to provide twenty-four hour protective measures for the installation, to include both personnel and property. The work requires a professional competence in security to ensure management of the security force and compliance with rules and regulations pertaining to security and security forces. Qualifications In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. **Specialized Experience:** To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience managing a security guard force through subordinate supervisors and experience conducting access controls. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Individual agrees to submit to a urinalysis on a recurring basis, in accordance with AR 600-85. * Shift work is required, or a change in work shift may be necessary. Hours of work encompass fluctuating tours of duty to include evenings, nights, weekends and holidays. Overtime may be required as directed and is subject to recall for periods of emergency overtime. * Incumbent is subject to possible civil actions due to improper exercises of authority or injudicious use of force in the detention of individuals. * Incumbent must undergo and pass periodic medical exams of physical, emotional and mental stability. * Incumbent must successfully complete security guard training. * Incumbent must successfully complete CPR certification and First Aid training. * Incumbent will be required to pass entry level and annual re-certification of standard Army physical fitness/agility test. * Incumbent must possess and maintain a valid driver's license. * Incumbent must participate in regularly scheduled training in the techniques of use of deadly force, counter-terrorism, first aid, firearms, actuating anti-vehicle barriers, search and seizure, security operations and enforcement of installation rules, regulations, and policies. * Good eye/hand coordination is required to operate radios and security weapons and equipment. Must be in sufficient physical condition to conduct assist in searching vehicles and persons and restraining persons. Infrequently lifts persons involved in accidents/incidents; uses unarmed combat techniques for self-defense to subdue persons. * Works both inside and outside with possible exposure to inclement weather. * This position requires the incumbent to take and pass a pre-employment physical.
