Library of Congress 1 vacancy in the following location: * Washington DC, DC Work Schedule is Open - INDEFINITE NOT-TO-EXCEED (NTE) 2 YEARS Opened Monday 3/6/2017 (12 day(s) ago) ** Closes Monday 3/27/2017 (9 day(s) away) ## Job Overview Summary About the Agency The incumbent serves as a Telecommunications Specialist and performs complex installation and repair on the Library of Congress Avaya Red Private Branch Exchange (PBX) enterprise network, premise distribution system, voicemail, conferencing system, call management and call accounting systems. The incumbent measures voice traffic characteristics, quality of service and equipment utilization for systems and system components and recommends changes as required. This position is located in ESE/Networking-Voice, Office of the Chief Information Officer. The position description number for this position is 012554. The salary range indicated reflects the locality pay adjustments for the Washington, DC, Metropolitan area. The incumbent of this position may elect to work a flextime or compflex work schedule. This is a non-supervisory, bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement. Any person(s) selected for this position may be converted to a permanent appointment if the position becomes available as a permanent position. Duties Performs programming, testing, diagnostic, system back-ups and repairs on the Avaya PBX,Avaya Aura Messaging, Avaya Aura Conferencing, and Call Management System. Designs and installs sophisticated premise distribution, fiber and other wiring, testing and repair of these facilities. Performs traffic analyses for significant projects. Develops or modifies current sampling methods and formulas for evaluating complex telecommunications systems or user patterns. Analytical projects normally cover complete or specialized systems or significant components of incredibly extensive systems. Performs moves, adds and modifies to satisfy service demands of the Library of Congress and operates various types of testing equipment to diagnose and repair problems. Prepares lists of materials required to complete installations and repair assignments and provides engineering assistance to telecommunications specialists when developing specifications for various types of telecommunications applications. As an authoritative technical source, provides technical guidance, interprets policies and guidelines in the planning and coordination of projects or studies of system operating characteristics. Maintains on-going knowledge on deployed technologies through self-study, technical schools and studying technical manuals as needed to stay efficient in all areas of assigned responsibilities. Performs various other duties as assigned. ## Job Requirements Key Requirements Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Knowledge of voice and data telecommunication technologies, Avaya Red Private Branch Exchanges (PBX) Communication Manager, Voice Over IP (VOIP), auxiliary systems and network infrastructures.** Ability to research, analyze and prepare written telecommunication reports. Ability to plan, organize, and execute telecommunications work. Knowledge of basic electronics theory and operating principles. Ability to communicate effectively other than in writing.
