This position is located in Technical Countermeasures Division (TCD) of the Security Services Bureau (SSB), United States Capitol Police (USCP). The SSB is responsible for the supervision and delivery of security surveys of congressional offices; design, installation and maintenance of physical security systems; and Technical Surveillance Countermeasures (TSCM) inspections. The TCD provides TSCM services for the Legislative Branch, including the office space on the Capitol Complex and at Congressional state and district offices. The purpose of this position is to identify and neutralize technical penetrations and vulnerabilities that could potentially be used to compromise sensitive and national security information for the United States Congress. Duties The incumbent of this position uses a wide variety of component and tamper detection equipment and devices to perform a broad range of technical security functions and activities. Selects, designs, and maintains component detection equipment, and develops methodologies for its effective use. Provides infrastructure support and makes recommendations on action items that support the effectiveness and efficiency of the Technical Countermeasure Division (TCD), Security Services Bureau (SSB), United States Capitol Police (USCP) as a whole. The incumbent plans and performs testing and evaluation duties for unusual and highly complex security projects, including test and evaluation of electronic equipment and systems of significant scope and difficulty. Evaluates, modifies, and improves existing test technologies including methods, concepts and procedures. Develops new inspection techniques for utilizing existing component detection equipment. Designs and develops new component detection equipment. Applies electronics engineering theories, principles, practical concepts and processes to search for technical vulnerabilities and unauthorized infrastructure modifications in an attempt to counter security threats against the members of the United States Congress and their facilities. Qualifications Qualifying experience for the CP-10 level includes one (1) year of specialized experience equivalent to the CP-9/GS-11 level which is in or directly related to the line of work of the position being filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience that includes work which requires the applicant to identify and neutralize technical penetrations and vulnerabilities that could be used to compromise sensitive and/or national security information; and to perform advanced technical surveillance functions utilizing a wide variety of component and tamper detection equipment and devices. Specialized experience may also include work which requires the candidate to select, design and maintain component detection equipment and/or develop processes and procedures for its use. Civilian USCP employees are paid in accordance with an established pay schedule. They are covered by the same benefits as other branches of the Federal government including: health and life insurance, Thrift Savings Plan (similar to "401K" plans), disability, leave programs, flexible spending accounts, long term care insurance, holidays, etc. Civilian employees are covered under Congressional retirement. Upon receipt of proper certification, sick leave balances will be transferred from other branches of the Federal government. While previous credible federal service is used to determine the appropriate leave category, annual leave balances will not transfer. USCP offers a wide array of benefits: USCP employees are eligible to join the United States Senate Federal Credit Union and/or the Congressional Federal Credit Union. USCP employees are eligible for participation in on-site childcare center through the US Senate Child Care Center and/or the US House of Representatives Child Care Center.
