ID: 341 Location: VRH Washington DC Metro Area Department: Senior Communications Analyst Introduction: This position is with Archetype, the governmental consulting and advisory branch of Value Recovery Holding LLC (“VRH”), supporting the Army Office of Energy Initiatives (“OEI”), Office of the Assistant Secretary of the Army, Installations, Energy and Environment (“ASAIE&E”). The Senior Communications Analyst (“SCA”) will have the responsibility to support the VRH OEI effort and the Washington, DC office of VRH. General Description: The SCA serves as a technical advisor to the OEI for integration of external engagement issues associated with large scale renewable energy project development. Responsibilities include business case reviews, assessment of financing structures, identification of sources and costs of capital, specification of power purchase agreement contract terms and structure, and short and long term strategies for minimizing cost of capital for OEI projects. Major Duties and Responsibilities: Supports the Program Manager by providing key project and integration support to address issues in achieving OEI's renewable energy strategy as part of a team of engineers and management professionals; Responsible for supporting, building and executing a Strategic and Tactical Communications plan that includes key information and processes that integrate with the ASAIEE, DASA (E&S), and Army plans and includes clear processes and approaches that communicate the OEI mission, objectives, activities and accomplishments to all internal and external stakeholders; Supports three main functions inside the External Engagement team: 1) Communications Coordination; 2) Public Relations and Marketing Support, and 3) Events, Online and Social Media Support; Manages team workflow related to External Engagement based on working with the Director, External Engagement to establish client priorities; Supports and leads (in concert with the government Director) External Engagement support for Installation related projects; Tracks upcoming engagements and de-conflicts schedules, while prioritizing support based on established priorities; Coordinates External Engagement and Communications support with Army and Defense Department agencies as appropriate, including coordination with the Army Secretariat; Responsible for providing support for all internal and external communications in support ofthe OEI mission; Reviews opportunity assessments and project evaluations and plans, and develops innovative strategies to address project issues; Provides advice and recommendations to Executive Director and OEI leadership to accelerate project development and organizational efficiency; Works closely with financial analysis activity to ensure incorporation of proper macro-economic assumptions; Conducts assessments of OEI strategy, portfolio, and operational metrics; Develops internal and external reports and requisite support to address external engagement issues in achieving OEI's renewable energy strategy; Develops strategies, guidance and/or concept papers as required; Supports the Director, OEI and staff by supporting an external engagement analysis and risk management process that assists in identifying, managing, monitoring, and reducing risks in the portfolio of projects supported; Supports the Director, OEI management and staff by conducting reviews of existing policies, guidance, and project execution; Develops, ICW the government External Engagement Director, Project Team Status Reports (PTSRs) to report current project support status; Supports work-flow processes and schedules to accomplish assigned projects, plans, and activities associated with approved current and projected projects and functions; Interfaces with government management personnel and contract managers and provides regular reports of progress; Maintains responsibility for setting and enforcing work standards and communicating policies, purposes, and goals of the organization to subordinates to ensure all objectives are successfully met; Presents analyses through a variety of means, including formal written studies and oral presentations; Serves as an authority to address integration related issues in achieving OEI's renewable energy strategy, and, based on the government lead requirements, interfaces with and obtains information from a variety of sources across the industry as well as other organizations to support OEI activities; Prepares or collaborates with other senior staff in the preparation of comprehensive position papers, memorandums, and/or briefing materials across all phases of operations for use with senior management; Represents the OEI, as required, in meetings with industry, installation leadership, steering committees, and public conferences; Ensures all data for assigned projects is entered promptly in project monitoring systems and ensures this data is always up to date and accurate Supports the Director, OEI Management and staff by monitoring energy sector developments pertinent to the operating environment; Functions as a member of a dynamic team; Other duties as assigned. Other expectations : Has significant experience with communications and external engagement projects; Possesses a high degree of pride and attention to detail with work product; Communicates clearly, courteously and effectively both internally and externally with VRH and OEI staff, and external parties; Demonstrates excellent written and oral communication skills and strong Excel, PowerPoint and Word skills for correspondence and reports and making presentations and explaining issues and analysis to a variety of audiences; Valid DOD National Agency Check/Security clearance (preferred); Is well organized with the ability to properly prioritize and is adept at time management; Trains new staff on procedures as necessary. Minimum Requirements: Must have one of the following combinations of experience and education: Doctorate and 11 years' experience in public relations, integrated communications, public affairs, social media, business development, marketing, and crisis communications; or Master's degree and 15 years' experience in public relations, integrated communications, public affairs, social media, business development, marketing, and crisis communications; or Bachelor's Degree and 19 years' experience in public relations, integrated communications, public affairs, social media, business development, marketing, and crisis communications; or Associates Degree/Military Training and 23 years' experience in public relations, integrated communications, public affairs, social media, business development, marketing, and crisis communications; or HS degree and 27 or more years' experience in public relations, integrated communications, public affairs, social media, business development, marketing, and crisis communications. Experienced in staffing actions in the Headquarters Department of the Army, Office of the Secretary of Defense, other Service headquarters or Combatant Command staffs with staffing actions; US citizenship.
